MINUTES
Planning Commission
July 10, 1986
North Saari reported that the North Suburban DAC is presently located
Suburban in the Falcon Heights Learning Center, but that building will be
DAC (Cont.) reopened as a school in the fall, and, thus, the need to relocate.
The facility had previously been located in the Old Little Canada
School building until that building was sold.
A property owner across the street from the proposed site, was
concerned about the facility and the supervision that would be
given to the program participants.
Saari reported that the program is very structured. There is a
staff of 15 for the 85 clients. Only those clients that have the
ability, will be allowed to use public transportation. Also,
clients will not be allowed out of the building alone and supervision
is provided to the clients.
DeLonais asked the effect of the afternoon bingo sessions on
Parking.
The Planner stated that he did not see a conflict and there would
be sufficient parking.
Saari agreed and stated that they would be utilizing the parking
in the front of the building.
Schweizer asked if there would be supervision for clients as they
arrive or leave on buses.
Saari replied that staff would go out to meet the buses and would
take clients to the buses when leaving to ensure that they get on
and off buses safely.
Timmons asked if the number of clients would increase if the
program expanded into the 1,700 square feet.
Saari replied that in order to increase their capacity, they have
to go through a needs assessment with the State. They are going
through this process now due to the relocation. Saari reported
that the program has been expanding by 4 to 6 clients per year.
Also, the program is inspected yearly and licensed by the State
Hunan Services Department.
Timmons asked how much square footage the program currently
occupies. Saari replied 6,500 square feet.
An adjacent property asked why these people were coming to this
area.
Saari replied that these people have always been in this area
and explained the areas that these adults are currently residing.
Saari also reported that the ,forth Suburban DAC has been in
existence since 1961.
8
