MINUTES <br />Planning Commission <br />July 10, 1986 <br />North The property owner was concerned about the amount of traffic on <br />Suburban Rice Street and the threat this posed to the clients. <br />DAC (Cont.) <br />Saari replied that they have been located on busy streets in the <br />past. Also, the State requires that they do a vulnerable adults <br />inventory on each individual to determine what protections the <br />individual needs. <br />Timmons felt that there was a need in the community for this type <br />of facility and pointed out that it has been a part of the <br />community for many years as well as the Lake Owasso Home. <br />The Planner reported that if the Commission wishes to approve <br />the request of the North Suburban DAC, it should first act on <br />the proposed text amendment allowing a rehabilitation center in <br />this area. <br />Timmons was concerned that over -night facilities not be allowed. <br />The Planner replied that this is already covered that no over -night <br />care will he allowed. <br />Davison asked if the conditional use permit would allow the City <br />a periodic review of this facility. <br />The Planner replied that if there are any complaints against the <br />facility, they can be reviewed against the criteria set forth <br />in the conditional use permit. If there is a problem, the City <br />has the option of taking either criminal action or civil action. <br />Another protection for the City is the State license. <br />Timmons asked how the center ensures that its clients actually <br />get on the public transportation. <br />Saari replied that staff takes the clients to the bus and ensures <br />they get on. For a time, staff will ride the bus with the client <br />to be sure that the client is capable of using public transportation. <br />DeLonais asked where the funding comes from for this facility. <br />Saari replied that 50% comes from the State, 50% from the County <br />and, hopefully, in the future some will come from the bingo hall. <br />Mr. Herken'noff recommended approval of the proposed text amendment <br />adding rehabilitation centers as a conditional use permit in H -'a, <br />B-3 and Public Districts and based on this approval, recommending <br />approval of the Conditional Use Permit requested by the North <br />Suburban Developmental Achievement Center. <br />Motion seconded by Mr. Perlinger. <br />Motion carried 7 - O. <br />4 <br />
