MINUTES Planning Commission July 10, 1986 North The property owner was concerned about the amount of traffic on Suburban Rice Street and the threat this posed to the clients. DAC (Cont.) Saari replied that they have been located on busy streets in the past. Also, the State requires that they do a vulnerable adults inventory on each individual to determine what protections the individual needs. Timmons felt that there was a need in the community for this type of facility and pointed out that it has been a part of the community for many years as well as the Lake Owasso Home. The Planner reported that if the Commission wishes to approve the request of the North Suburban DAC, it should first act on the proposed text amendment allowing a rehabilitation center in this area. Timmons was concerned that over -night facilities not be allowed. The Planner replied that this is already covered that no over -night care will he allowed. Davison asked if the conditional use permit would allow the City a periodic review of this facility. The Planner replied that if there are any complaints against the facility, they can be reviewed against the criteria set forth in the conditional use permit. If there is a problem, the City has the option of taking either criminal action or civil action. Another protection for the City is the State license. Timmons asked how the center ensures that its clients actually get on the public transportation. Saari replied that staff takes the clients to the bus and ensures they get on. For a time, staff will ride the bus with the client to be sure that the client is capable of using public transportation. DeLonais asked where the funding comes from for this facility. Saari replied that 50% comes from the State, 50% from the County and, hopefully, in the future some will come from the bingo hall. Mr. Herken'noff recommended approval of the proposed text amendment adding rehabilitation centers as a conditional use permit in H -'a, B-3 and Public Districts and based on this approval, recommending approval of the Conditional Use Permit requested by the North Suburban Developmental Achievement Center.
