MINt1TES <br />Planning Commission <br />July 10, 1936 <br />Rezoning The Planner reported that in discussing Desoto Avenue and the <br />Certain development of the I -P District Council has suggested that the <br />Portion Of west 180 feet of DeSoto be rezoned R -1 in order to be compatible <br />I -P District with the zoning on the east side of DeSoto. <br />The Planner reported that there was concern that if DeSoto were <br />improved, the industrial property could not be assessed for this <br />improvement unless it was allowed to access the street. <br />However, there is also the means of paying for the improvement <br />of DeSoto through tax increment financing. If the industrial <br />property was not assessed for DeSoto, it could be refused <br />access to it. <br />Mrs. Timmons was concerned that should Allen Avenue go through, <br />the industrial property would have access to DeSoto through Allen <br />Avenue. <br />The Planner suggested that Allen Avenue through the I -P District <br />could be vacated, but the City could retain a utility easement. <br />DeLonais asked why R -2 or R -3 was not being considered for the <br />west side of DeSoto as this would provide a transitional area <br />between the industrial park and the R -1 east of DeSoto. <br />Herkenhoff asked if there would be a suitable buffer between the <br />industrial park and R -1. <br />Timmons pointed out that with the high -tech industry the City <br />would like to attract for this area, and 200 foot deep lots, the <br />lots themselves would serve as somewhat of a buffer zone. <br />David Heller representing Gardner Bros. Homes, stated that they <br />are not interested in having the back portion of their property <br />rezoned to R -1. They have plans for mini - warehouses on this <br />property. <br />The Planner pointed out that the industrial land would be required <br />to buffer to the lesser zoning. Also, the depth of the lots would <br />protect the residences as well. <br />The Planner also pointed out that it is good planning to have <br />like uses facing each other. <br />The Planner also pointed out that if the property west of DeSoto <br />would not he rezoned, Gardner Bros. would still have to provide <br />a buffer along DeSoto and would not be able to use the property <br />up to the street anyway. <br />DeLonais suggested that the matter be tabled for further study. <br />:v�_. 10 <br />
