MINUTES <br />Planning Commission <br />August 14, 1986 <br />Text However, should the Commission chose to recommend approval of <br />Amendment the text amendment, the Planner has outlined in his report <br />(Cont.) conditions that should be met. <br />The Planner also pointed out that should the text amendment be <br />approved, every B -3 District in the City is effected. <br />Davison stated that it appears the difference between a B -3 <br />District and a 3W District is that outdoor storage is permitted <br />in a BW area. <br />The Planner reported that retail sales and service is the primary <br />use in a 8-3 area. Landscaping is not similar to retail uses. <br />Frank Frattalone presented the Commission with a sketch of how he <br />plans to landscape the property. Frattalone pointed out that one <br />area is proposed as gravel rather than blacktop as he wanted to <br />leave a loading area and he is not sure how the remainder of the <br />building will be utilized. Frattalone reported that the two <br />landscape businesses take up about half of the building. <br />Mr. Frattalone reported that the building is designed for contracters <br />and would not lend itself to retail use. <br />Mr. Frattalone pointed out that when Park Street developed he paid <br />60% of the road assessments as his property was commercial and the <br />road was built to commercial standards. Frattalone also pointed <br />out that he dedicated property for the street and that there <br />was a misunderstanding in that he was not supposed to be assessed <br />for water and he was. Frattalone stated that the building is <br />there and he is trying to find a use for it. <br />Timmons agreed that the building could not he used for retail. <br />DeLonais suggested a rezoning of the property to BW. <br />The Planner stated that he has not considered this and pointed out <br />that BW would not fit in with the surrounding zonings. <br />Davison stated that BW would be spot zoning. <br />Timmons asked if another text amendment is going to be proposed <br />when Mr. Frattalone finds a tenant for the other half of the <br />building. <br />Grittman stated that if a tenant did not comply to the 8 -3 <br />requirements, they would have to apply for a text amendment. <br />DeLonais was concerned that if this text amendment were approved, <br />landscaping businesses would be allowed in all 8-3 zones in the <br />City. <br />Page -2- <br />
