MEMORANDUM TO: FROM: DATE: RE: FILE NO: nortLwest Essociated consultEnts, inc. gt SEP 8 1986 CITY OF LITTLE CANADA Little Canada Planning Commission Stephen Grittman 4 September 1986 Connco Shoes - Text Amendment Relating to Roof Signs 758.09 - 86.26 The owners of the Connco Shoe Store have initiated a request to amend the Zoning Ordinance dealing with signs. The current Connco sign is mounted on the roof of the structure. Roof signs are defined as prohibited signs by the Ordinance. As such, any proposed change to the overall sign plan requires that the prohibited sign be brought into conformity. The Connco Store uses just half of the building at this time. According to the Ordinance, additional sign area is available for a new sign, however, as noted above, this would require the moving of the current sign. The applicant does not find this feasible as the sign company estimates the cost to be $15,000. In discussions with City staff, the applicant has been informed that the request would not meet variance standards as the hardship is economic in nature. As such, the applicant is pursuing a text amendment to allow roof signs installed previous to their prohibition by this ordinance to retain their "grandfathered" rights, and allowing other sign changes on the site without affecting the status of the existing roof signs. In light of the extraordinary expense of moving and remounting similar signs, particularly in relation to the minimal level of benefit achieved, we believe the proposal to be a reasonable one within the following parameters: • Any roof sign constructed or erected since the adoption of the current Zoning Ordinance is still to be considered non - conforming, and the prohibition of new roof signs is still in force. 4820 minneton - -. 7 a blvd., ste 200, minneapolis, mn 55416 (612) 925 -9420
