MINUTES <br />CITY COUNCIL <br />AUGUST 23, 2006 <br />COMPRE- The City Planner reported that the Metropolitan Council is requiring Chat <br />HENSIVE cities update their Comprehensive Plans by the end of 2008. Given the <br />PLAN UPDATE six-month review process for surrounding cities, this means that LiCtle <br />Canada must have its update completed by June 30, 2008. The Planner <br />submitted an estimate of $35,000 for completing the process, indicating <br />that work would occur in both 2007 and 2008. The Planner indicated that <br />the update will consist of compliance with the Metropolitan Council's <br />requirements as well as a review City policies and redevelopment issues. <br />Keis asked if the update would include mapping of the City's water and <br />sewer systems. The City Administrator reported that Che City has good <br />system information, but would like to improve supplemental information. <br />The City Planner pointed out that the City Engineer would be involved in <br />compiling utility information; and those costs are not included in the <br />$35,000 estimate. <br />The Planner suggested Chat one of the first steps in the process would be to <br />hold a workshop with the City Council, the Planning Commission, and <br />other community members Co review issues that mighC exist. The Planner <br />also anCicipated that the City would hold a couple of open houses to gather <br />inpuC into the process from the community at large. He also felt the <br />process would include the identification of remaining development parcels <br />as well as redevelopment areas. <br />VEHICLE Blesener noted that there will be a constitutional amendment on the <br />SALES TAX November ballot relative to the dedication of motor vehicles sales tax to <br />REVENUE assist in funding roads, bridges, highways, and transit. The City is being <br />asked for official support of this amendment. Blesener noted that <br />currently 46% of vehicle sales tax revenue goes for purposes other than <br />highways and transit systems. The proposed resolution supports at least <br />40% of the revenue for public transit assistance and not more Chan 60% for <br />highway purposes. Blesener noted the great need for additional transit <br />funding and indicated his support of the resolution. <br />Ms. Allan introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2000-8-I95 -SUPPORTING PASSAGE OF THE <br />PROPOSED AMENDMENT TO THE MINNESOTA CONSTITUTION <br />DEDICATING ALL OP THE MOTOR VEHICLE SALES TAX <br />REVENUE TO TRANSPORTATION WITH AT LEAST 40% OF THE <br />REVENUE FOR PUBLIC TRANSIT ASSISTANCE AND NO MORE <br />THAN GO% OF THE REVENUE FOR HIGHWAY PURPOSES <br />
