MINUTES <br />CITY COUNCIL <br />AUGUST 23, 2006 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />VIKING The City Administrator reported that on behalf of the City he has made <br />DRIVE an offer based on County market value to purchase the two Viking Drive <br />PROPERTIES properties that are part of the realignment of Viking Drive. The <br />Administrator indicated that the realtor for these properties feels the value <br />is higher than the County's market value, and had requested that the City <br />obtain an appraisal of the two sites. The City Administrator reported that <br />he informed the realtor Chat the City would not be obtaining an appraisal at <br />this time, and the realtor has now indicated that the property owners will <br />get an appraisal. The Administrator noted thaC should Che purchase go Co <br />eminent domain, the City would need to get its own appraisal of the <br />property. The Administrator fe1C that the City should hold off on this <br />process until it gets control of other key parcels in the area. The <br />Administrator reported that no action is necessary aC this time, and he <br />would report the results of the property owners' appraisal when that <br />information is received. <br />TWIN LAKE The City Administrator reported that he has been informed by developers <br />BLVD. and has read in the newspapers that the single-family home and townhome <br />PROPERTY markets are very soft at Chis time. The Administrator noted the City's <br />plans for putting out a Request for Proposals (RFP) for its Twin Lake <br />Blvd. property for single-family home, townhome, or assisted living <br />development. Given the market conditions, the Administrator asked if the <br />Council wanted to proceed with the RFP, limit it to just assisted ]wing, or <br />hold off for a period of time. <br />The Council discussed the fact that at a previous neighborhood meeting, <br />Che City presented the single-family home, townhome, and multi-family <br />(seniors) concepts, but did not raise the possibility of an assisted living <br />development. It was the consensus of the Council that staff hold a <br />neighborhood meet to discuss the possibility of assisted living. Once the <br />Council has the results of that meeting, it will make a decision on the RFP <br />process. <br />RETAINING The City Administrator reviewed the City Engineer's report dated <br />WALL August 17, 2006 relative to retaining wall revisions for The Preserve. <br />REVISIONS - It was noted that these walls will consist of a Chree tier system versus <br />THE the two tier system originally proposed. These tiers are under Che four <br />PRESERVE foot height maximums and the distance between Che walls meets the rise <br />versus run requirements of the City. <br />12 <br />
