MINUTES <br />CITY COUNCIL <br />AUGUST 23, 2006 <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006-8-196 - APROVING THE REVISIONS IN <br />THE GRADING PLAN RELATIVE TO RETAINING WALLS FOR <br />THE PRESERVE AS OUTLINED 13Y THE CITY ENGINEER IN HIS <br />REPORT DATED AUGUST I7, 2006 <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (3). <br />Nays (1) Allan. Resolution declared adopted. <br />Keis asked about the correction notice issued The Preserve after the <br />August ls` rain storm. The City Administrator indicated that it appears the <br />proper silt fencing was in place, however, given the size of the site and the <br />amount of disturbed material, erosion was not properly controlled. The <br />developers are required to make the necessary corrections based on the <br />Watershed permit that was issued for this site. <br />The City Administrator informed the Council that the lowering of the <br />Magellen pipeline has been completed. <br />AMENDMENT' The City Administrator reported that based on discussion at the lasC <br />TO PARKING Council meeting it was determined that most of the surrounding cities <br />REGULATIONS do not require that vehicles parked on street be moved after a certain <br />number of hours. The Administrator pointed out the difficulty in <br />regulating such a requirement. <br />The Administrator reviewed the proposed amendment to the City's <br />parking regulations which would prohibit on-street parking between the <br />hours of 2 a.m. to 6 a.m. from November 1" through April 1". He noted <br />that the purpose of this restriction is improve the City's ability to clear <br />City streets after a snowfall. Many other cities also have a winter parking <br />ban of this nature. Blesener noted that the City included a question in the <br />community survey on overnight parking bans. The majority of residents <br />supported a winter parking ban, rather than a year round ban. <br />The Adminishator also noted that the amendment also clarifies that only <br />licensed, operable motor vehicles can be parked on street. The City has <br />previously encountered situations where boats and trailers have been <br />parking on street in the past. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />13 <br />
