MINUTES <br />CITY COUNCIL <br />AUGUST 23, 2006 <br />AMENDMENTS <br />TO CUPS - <br />194/196, <br />3164, AND <br />3175 <br />RYAN LANE - <br />LEE ROSSOW <br />ALL CITY CODE REQUIREMENTS AND ANY PREVIOUS CUP <br />REQUIREMENTS <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />Blesener opened the continuation of Public Hearing to consider the <br />request of Lee Rossow for Amendments for Conditional Use Permits <br />for open and outdoor storage on his properties located at 194/196, <br />3164, and 3175 Ryan Lane. It was noted that the Planning Commission <br />recommended approval of the Amendments to CUPS at Cheir May 11, <br />2006 meeting. <br />Blesener noted that the City Planner and staff have met with Mr. Rossow <br />to discuss the concepC of a flexible open and outdoor storage for his <br />properties in Ryan Industrial Park. Given the CiCy's concerns and code <br />enforcemenC issues with open and outdoor storage in Ryan Industrial Park, <br />it is the City Administrator's recommendation that the City deny the <br />Amendments to CUPS as requested, and that the City create atwo-year <br />Interim Use Permit for the Rossow property. This would provide Mr. <br />Rossow with time to plan and redevelop his property while still making <br />use of them over the next two years. <br />Blesener reported that he looked at the Rossow properties about a month <br />ago, and found that contrary to what Mr. Rossow had indicated at an <br />earlier meeting, there was junk being stored on 3164 Ryan Lane. Blesener <br />stated that he looked at Che sites again, and additional junk has been <br />brought into 3164 Ryan Lane. Blesener indicated that he could not <br />support an Amendment to CUP or an Interim Use Permit for 3164 Ryan <br />Lane until this property is cleaned up. <br />Rossow reported that the equipment and vehicles Mr. Blesenerrs referring <br />Co belongs Co Jeff Jacobson. Rossow indicated that he was noC opposed to <br />making sure that this equipment and vehicles are removed from the <br />property. He indicated that the rest of the outdoor storage is operable and <br />licensed equipment. <br />Rossow reported thaC he has reviewed the interim use concept with the <br />City Planner and CiCy Administrator, and agreed that this concept would <br />give him time to plan for the redevelopment of 3164 Ryan Lane while still <br />operating his property. Rossow reported that the current building on the <br />site is sinking and needs to be replaced.
