MINUTES <br />CITY COUNCIL <br />AUGUST 23, 2006 <br />parcel is more challenging than mosC. Rossow indicated that he would <br />like to demolish the existing building and develop two buildings on the <br />site. Blesener stated that he would support an interim use permit if that <br />was the direction that Mr. Rossow was going with Che property. <br />Rossow indicated that he would clean up the improper outdoor storage <br />issues. He also indicated that a two year interim use permit would give <br />him adequate time to finish his development on Rice Street in Maplewood <br />and then plan for the redevelopment of 3164 Ryan Lane. <br />A11an asked if two years was adequate. Rossow stated Chat it was. He <br />indicated Chat if he was not ready to redevelop the siCe in two years, Chen <br />the City should and could pull his interim use permit. <br />Allan stated that she would favor the two year interim use permiC, but <br />would not support any extensions of that permit. Blesener agreed. <br />The City Administrator noted Chat the City will have to draft an interim <br />use agreement that would govern Che interim use permiC. The Planner <br />anticipated Chat a draft of thaC agreement would be ready for the <br />September 14°i Planning Commission meeting. <br />Allan asked how long it would take to clean up the Jacobson equipment <br />and vehicles. Rossow was not sure, but indicated that he would begin <br />pushing for this clean up while not trying to cause any undue hardship. <br />Montour felt that the interim use permit was the best option, but noted that <br />negotiating the details of that permit will be difficult. <br />Rossow asked about PUD zoning for 3164 Ryan Lane. The City Planner <br />replied that at Che time Rossow is ready to redevelop the property, it would <br />have to be rezoned to PUD in order to accommodate two buildings on the <br />site. <br />Rossow noted that the need for the interim use permit only applies to 3164 <br />Ryan Lane given the future redevelopmenC of this site. He asked thaC the <br />Council act on the Amendments to CUPS for 194/196 Ryan Lane and 3175 <br />Ryan Lane. Rossow felt the only amendment needed to Chese Cwo CUPs <br />was deletion of the reference to buses and bus parts. <br />The City Planner reviewed the existing CUP's for 194/196 Ryan Lane and <br />3175 Ryan Lane as included on pages 11 and 13 of the Council agenda <br />packet. He noted that deleting "bus" from 194/196 Ryan Lane will result <br />in a change from eleven "bus" parking spaces to eleven parking spaces. <br />
