MINUTES <br />Planning Commission <br />November 13, 1986 <br />MN Cellular The City Planner reported that the City has a request from the <br />Telephone Minnesota Cellular Telephone Company DBA Cellular One for a <br />Company conditional use permit to construct a transmission facility <br />on property located at 53 South Owasso Blvd. This facility <br />includes a 200 foot tall toner. <br />The Planner reported that he has been working with the City <br />Attorney to determine how this request should be processed <br />and it has been determined that a text amendment to the Zoning <br />Code would be necessary to provide as permitted uses receiving <br />stations, transmission towers and facilities. If the text anendpient <br />is approved, than the Commission should consider a conditional use <br />permit for Cellular One. <br />The Planner reported that in reviewing the property involved, <br />he discovered the existence of a building morato!°iun in this area <br />which was placed in effect by the Council in 1934. This is due <br />to lack of public access to the Woodlyn Avenue area. The properties <br />in this area are without proper street frontage. <br />The Planner reported that a road plan has been decided upon for the <br />area, however, until that plan is improved, the City has declared <br />that no building permits will be issued in the area. In the meantime, <br />the property owners were to have installed a gravel road to access <br />the area, however, this has not been done. <br />The Planner reported that the Council has had several meetings on <br />this subject with the result being the moratorium. <br />The Planner suggested that the Commission consider the application <br />of Cellular One at this time and stated that the company will nave <br />to deal with the Council on the moratorium issue. <br />Messrs. Philip Oxley and Max Thompson, representing Cellular One, <br />appeared before the Commission. Oxley reported that Cellular One <br />is one of two licensed cellular telephone companies in the seven - <br />county metro area. Oxley explained that their company has several <br />200 to 300 foot towers in the metro area, rather than one large <br />1,000 foot tower. Oxley explained that the location of the towers <br />is determined by traffic flow patterns, topography and population. <br />Oxley explained how the cellular system worked and presented a <br />few slides showing the existing cellular system in the metro area <br />and the proposed system which includes the tower in the Woodlyn <br />Avenue area. <br />Oxley reported that Cellular One purchased an 11 cell system and <br />is proposing to increase that to 15 cells in 1987 and possibly 13 <br />cells in 1988. <br />Rise -5- <br />
