MINUTES <br />Planning Commission <br />November 13, 1986 <br />DIN Ce1 l l ar <br />Telephone <br />Company <br />(Cont.) <br />Oxley also reported that once the FAA releases the St. Cloud, Rochester <br />and Duluth area, Cellular One has plans to expand into these areas. <br />Oxley explained the benefits of Cellular One for emergency services. <br />Timmons asked how the particular site was chosen. <br />Oxley reported that the site is first chosen on an engineering basis. <br />However, the firm is aware that it -would not get approval for a <br />tower in a residential area, therefore, an industrial area is chosen. <br />Oxley pointed out that the proposal does not require sewer or water <br />and the facility is only staffed on an as- needed basis. Oxley <br />reported that this proposal will not add traffic to the site and <br />only requires a corner of the Donovan Construction yard. <br />Timmons asked what the 28 foot by 12 foot building being proposed <br />would he used for. <br />Oxley replied that this would be the transmitting buildings, however, <br />equipment is operated by computer and there would be no staff. on the <br />site unless a problem occurred requiring manual transmission. <br />Timmons asked the height the ordinance currently allows towers. <br />The Planner replied that 40 feet is the maximum under the current <br />ordinance. <br />Oxley reported that Donovan Construction currently has a pole in its <br />yard and this will be combined with Cellular Ones tower. <br />Davison stated that he feels the road question needed to be addressed. <br />Davison felt that the Commission should get detailed site plans of <br />the proposal and know what the tower will look like. Davison asked <br />the required setbacks for the tower and questioned if there were <br />any structures that the tower could fall on. <br />Oxley reported that he would comply with the setbacks required by <br />the ordinance and any structure within 200 feet of the tower would <br />be listed as an insured on Cellular One's insurance policy. Oxley <br />further reported that detailed plans will be ready tomorrow and <br />were not available for tonight's meeting. Oxley felt that the <br />proposal would be a benefit to the community and would attract <br />business to the area. <br />DeLonais asked the size of the base of the tower. Oxley replied <br />that the tower is a three - legged one with each side of the base <br />being 28 feet. <br />Timmons stated that she would like to drive by an existing tower <br />to see what it looks like. <br />Page -6- <br />
