MINUTES <br />Planning Commission <br />November 13, 1936 <br />MN Cellular <br />Telephone <br />Company <br />(Cont.) <br />The Planner stated that the main concern is the road issue and <br />that there is no street frontage for the properties in the area. <br />The Planner pointed out that when there is a train on the railroad <br />tracks, emergency vehicles cannot access the area. <br />Davison felt that the road must be put in and pointed out that <br />Cellular One will need road access to the area just to build the <br />tower. <br />Timmons felt that the Commission should receive information which <br />includes elevations and examples of what the tower will look like. <br />Herkenhoff asked if the tower will be an eye -sore to the area. <br />The Planner replied that the area is industrial and that there <br />will be limited visibility of the tower to the surrounding area. <br />Herkenhoff asked if the tower would have lights. Oxley replied <br />that the FAA wil' require one red light on the tower. <br />Oxley requested that the Commission act on the conditional use permit <br />and make any amendments to the plan they see necessary. Other issues <br />such as drainage could be worked out administratively. Oxley pointed <br />out that the tower will not be panned. Oxley also stated that they <br />would be willing to participate in the improvement of the road in <br />the future. Oxley stated that Cellular One needs to improve its <br />system to prevent customers from going to the competition. <br />Oxley asked if this proposal was unique enough to be considered <br />in a different light. <br />DeLonais stated that even without the road issue, the Commission <br />would like to know what a 200 foot tower looks like. <br />The Planner suggested that the Commission could act on the text <br />amendment and conditional use permit, but require that the site <br />plan come back to the Commission for review. <br />Davison asked if acting on the text amendment would allow Someone <br />to construct a 200 foot antenna in another location. <br />Oxley pointed out that the text amendment refers to essential <br />services. <br />The Planner showed the Commission a sketch of the Donovan Construction <br />building addition plans and pointed out that Donovan will be <br />requesting approval of a small addition on the western end of their <br />property, which is on the other side of the property from the <br />Cellular One proposal. <br />Oxley stated that only the top of the tower will be visible from <br />the Rice Street area. <br />Page -3- <br />
