!IMP'S <br />Planning Commission <br />Dec. 11, 1905 <br />Cellular "r. Spannus reported that a public hearing has been set for <br />One December 23 to consider improvement of the road in the Woodlyn <br />(Cont.) Avenue area. Spannus indicated that Cellular One is willing <br />to pay its share of the improvement of this road. <br />"rs. Timmons pointed out that the only item on the agenda is <br />consideration of the text amendment providing for receiving <br />stations, transmission towers and facilities for essential <br />services. <br />"r. Spannus commented that at the previous Commission meeting the <br />Cellular One development request was tabled until the road issue <br />was resolved. At the previous Council meeting, Council indicated <br />that this issue should he resolved to provide emergency vehicle <br />access. Council then scheduled the public hearing. <br />The Planner reported that at the December 10 Council meeting, the <br />'Engineer submitted a feasibility report for the improvement. <br />There are easements and right -of -way that will need to be acquired, <br />however, it appears that the Council will forge ahead with the <br />improvement. City staff and the Planner's office is recommending <br />improvement of the road for public safety purposes. <br />!'r. Davison suggested that the Commission act on the text amendment, <br />review the Cellular One site plan and act on it conditioned upon <br />satisfactory resolution of the road issue. <br />Timmons pointed out that the text amendment lists items that should <br />be submitted to the Planning Commission prior to approval of <br />development requests for essential services. The Commission has <br />not reviewed these items. <br />The planner stated that the major item the Planning Commission needs <br />to review is the site plan, which apparently the Commission has not <br />seen. <br />Timmons asked if the Council would release the moratorium at the <br />December 23 meeting. <br />The Planner replied that this is a possibility if action is taken <br />to resolve the road issue. However, if the Council orders the <br />improvements, there are still easements and right- of -way that <br />need to be acquired. <br />bir. Philip Oxley, representing Cellular nne, stated that i'r. Donovan <br />has indicated that he is in favor of the road improvement. At the <br />previous Commission n.eetino an addition was discussed to the Donovan <br />buildinn and the Commission wanted to see a site plan of this addition. <br />However, this is in very preliminary stages and no site plan is <br />available. <br />Pane -4- <br />
