PAUL, MILAN 1501 A 55101 • PHONE (613)296.3091 <br />PLEASE REFER THIS TO THE PERSON RESPONSIBLE FOR YOUR PARK AND OUTDOOR RECREATION GRANTS <br />TO: POTENTIAL APPLICANTS FOR LAWCON AND DATE: August 1, 1977 <br />STATE GRANTS <br />FROM: OFFICE OF LOCAL AND URBAN AFFAIRS <br />SUBJECT: LAWCON AND STATE PRELIMINARY APPLICATIONS FOR FISCAL YEAR 1978 <br />This year the Office of Local and Urban Affairs is combining the LAWCON and LCMR grant <br />programs with three new programs enacted by the 1977 Minnesota Legislature for trail development, <br />athletic courts and regional parks in certain standard metropolitan statistical areas. <br />This packet contains the preliminary application funding and outlines the procedures for <br />local government units to apply for fiscal year 1978 park grants in the following categories: <br />White application for Federal Land and Water Conservation Fund Act (LAWCON) and State <br />Legislative Commission on Minnesota Resources (LCMR) grants to acquire and develop outdoor <br />recreation facilities. <br />Blue application for LAWCON and State grants to develop hiking, bicycling, and cross - country <br />skiing trails in parks owned and operated by the applicant. <br />Yellow application for state grants to develop basketball, handball, tennis and volleyball <br />courts. <br />Pink ap,lication for a special grant program created by the Minnesota Legislature for <br />standard metropolitan statistical areas outside of the Metropolitan Council. This applies <br />only to Benton, Chisago, Clay, Olmsted, St. Louis, Sherburne, Stearns and Wright Counties. <br />The funds are available to acquire and develop parks, trails, conservatories, zoos, and <br />special use facilities, all of which must have regional significance. <br />Submission deadline: <br />The appropriate apllication must be received by 5 p.m. on September 16, 1977. Applications <br />received after the September 16, 1977 deadline or incomplete applications will be returned. <br />Decisions on funding these applications will be made during the month of November, 1977. <br />Submit application to: Parks and Recreation Grants Section <br />State Planning Agency <br />Room 101, Capitol Square Building <br />St. Paul, Minnesota 55101 <br />A copy of the completed application should also be sent to the appropriate regional development <br />commission, metropolitan clearinghouse, or the Metropolitan Council for review, at the same <br />time it is sent to the Office of Local and Urban Affairs (see attachment I). We will ask <br />each regional development commission and the Metropolitan Council to help rank applications <br />from their respective regions. <br />If you have any questions concerning these applications, please call the Parks and Recreation <br />Grants Section at (612) 296 -4703. <br />Enclosed in the back of this packet is informational sheets on the bikeways development <br />program on the Minnesota Department of Transportation and the snowmobile, ski touring and <br />equestrian trail program of the Minnesota Department of Natural Resources.
