LAWCON AND LCMR PRELIMINARY APPLICATION FOR FISCAL YEAR 1978 <br />ELIGIBLE APPLICANTS: <br />Eligible applicants are; counties, cities, towns, school districts, and special park <br />districts or elected park and recreation boards in cities of the first class. <br />GRANT FUNDING FOR 1978: <br />LAWCON - The Federal Bureau of Outdoor Recreation has preliminarily indicated that approx- <br />imately $2,600,000 of Land and Water Conservation Funds (LAWCON) would be available for <br />local units of government in Minnesota next year. This is almost double the amount as <br />allocated in 197 e Half will be allocated to the Twin Cities Metropolitan area, half <br />to the rest of the state. <br />LCMR Local Projects - In 1977, the Minnesota Legislature continued the LCMR grants -in -aid <br />program for local units of government for the next biennium. For the 1977 -1978 biennium, <br />$2,000,000 was allocated for local parks in Outstate Minnesota and $2,000,000 in the Twin Cities <br />Metropolitan area. The legislature has raised the maximum state grant limit for local <br />projects from $100,000 to $200,000 per project. Highest ranking projects will be programmed <br />for a 50% LAWCON grant and a 25% LCMR and the local share will be 25 %. After all LAWCON <br />funds are assigned, the next highest ranking project will be programmed for a 50% State <br />LCMR grant and a 50% local share. <br />LCMR Regional Projects - In 1977 the Minnesota Legislature also continued the LCMR grant - <br />in-aid for regional parks. There was a $2,000,000 biennium allocation for regional parks <br />outside of the seven county Twin Cities Metropolitan area and $2,000,000 to the Metropolitan <br />Council for regional parks within their jurisdiction. The legislature has eliminated <br />the 100% funding for regional parks. Thus, highest ranking projects will be programmed <br />for a 50% LAWCON grant and a 25% LCMR grant with the local share at 25 %. After all LAWCON <br />funds are programmed, the next highest ranking projects will be programmed for a 50% <br />State LCMR grant and a 50% local share. <br />After reserving funds for projects not yet funded and trails, we estimate the following <br />LAWCON and LCMR funds will be available in F.Y. 1978 to be allocated based on the <br />preliminary applications received: <br />LAWCON <br />LCMR <br />Submission deadline: <br />Metropolitan Area Local Governments <br />Local Projects <br />$900,000 <br />$900,000 <br />Local Governments in the <br />Remainder of the State <br />Local Projects Regional Projects <br />$450,000 $450,000 <br />$900,000 $900,000 <br />The attached preliminary application (white form) must be received by 5 p.m. on <br />September 16, 1977. Receipt of the preliminary applications after the September 16, 1977 <br />deadline or incomplete applications will be cause for rejection of the application. <br />Submit Preliminary applications to: Parks and Recreation Grants Section <br />State Planning Agency <br />Room 101, Capitol Square Building <br />St. Paul, Minnesota 55101 <br />A copy of the completed application should also be sent to the appropriate regional <br />development commission or the Metropolitan Council for review at the same time it is sent <br />to the Office of Local and Urban Affairs (see attachment I). We will ask each regional <br />development commission and the Metropolitan Council to help rank applications from their <br />respective regions. <br />If you have any questions concerning these applications, please call the Parks and <br />Recreation Grants Section at (612) 296 -4703. <br />ELIGIBLE FACILITIES: <br />Preliminary applications received must be complete and for an eligible activity or they <br />will be returned. Eligible facilities include acquisition and development of outdoor <br />recreational facilities. This includes such activities as camping, court games, field <br />games, fishing docks, playgrounds, nature observation, picnic areas, swimming beaches, <br />trails, and winter sports. Golf, marinas, public access, downhill ski facilities, <br />swimming pools and deluxe camping while eligible, are of a low priority. The LCMR has <br />expressed concern with some development cost items in projects submitted in the past <br />year. New policies are being developed and applicants should know that development costs <br />for small items such as non - permanent picnic tables, cooking grills and trash receptacles <br />may not receive LCMR funds. <br />0010 <br />
