The following are considered ineligible projects by the Federal Bureau of Outdoor Recreation. <br />Museums, professional or semi - professional arts and athletics, game refuges, fish production <br />areas, amusement facilities, convention facilities, commemorative exhibits, employees <br />residences, lodges, motels, luxury cabins, and zoos. No LAWCON grants for indoor facilities <br />can be made this program year because of the time required to change existing administra- <br />tive rules. <br />OLUA will field inspect the project to assess the quality of the site and prepare inspection <br />report of the site. OLUA will then evaluate and rank projects. In the Metropolitan area, <br />the Metropolitan Council and OLUA will evaluate and rank applications. <br />EVALUATION CRITERIA: <br />LAWCON qualifications. Preliminary applications shall meet the following criteria to <br />be eligible for a LAWCON grant: <br />(1) The proposed project is an eligible recreational activity, as specified in the BOR <br />Manual and listed above. <br />(2) The proposed outdoor recreation activity has been identified as a need in the Minnesota <br />State Comprehensive Outdoor Recreation Plan - 1974. <br />(3) The proposed project has been identified as a need in the comprehensive land use <br />planning program or a comprehensive recreation plan of the applicant, county, or <br />regional development commission. <br />(4) The proposed project has been identified in the applicant's 5 -year action program <br />of recreational activities. <br />(5) The applicant normally has responsibility to supply the types of outdoor recreation <br />facilities and functions contained in the project, or a need can be demonstrated for the <br />applicant to expand its involvement in supplying such recreational opportunities. <br />When a preliminary application meets the LAWCON qualifications, it shall be evaluated in <br />accordance with the following general criteria and project priorities. <br />General Criteria. Preliminary applications that meet the following criteria shall receive <br />priority over similar projects that do not. <br />(1) Projects with outstanding resources or features that are in danger of commercial <br />(non - recreational) development, subdivision, or other use that may be incompatible <br />with outdoor recreational uses. <br />(2) Projects that have received a prior LAWCON grant or LCMR grant -in -aid for a preceding <br />phase of the proposed project. <br />(3) Projects that meet generally recognized national design standards for recreational <br />facilities. <br />(4) Projects that reflect quality site planning; recognize and compliment existing <br />land forms; provide for ease of maintenance and operation of the site and do <br />not have major environmental intrusions which are detrimental to the intended use <br />of the property. <br />(5) Projects that comply with the recreational facility priority needs as designated <br />in the applicant's recreation plan. <br />Acquisition Priorities. The following criteria shall be used in descending order to <br />evaluate applications for acquisition projects and to determine priorities for projects: <br />(1) Project sites having outstanding examples of existing or potential natural, scientific, <br />cultural, historical, educational, or recreational values for public enjoyment. <br />(2) Acquisitions of sites which protect and enhance aesthetics or land and water quality <br />of existing park facilities. <br />(3) Project sites that provide to the general public, a broad range of outdoor recrea- <br />tional opportunities or that are particularly well suited for one or more concentrated <br />recreational activities. (e. g. swimming beach) <br />(4) Project sites providing for needed low intensity use recreation activities, such <br />as trail systems, wildlife observation, and other activities providing open space <br />enjoyment. <br />(5) Projects which are equivalent to commercial camping accommodations for recreational <br />users. <br />0020 <br />
