Minutes <br />City Council <br />(Cont'd.) <br />October 11, 1978 <br />Lajnd Fill City Clerk Joseph Chlebeck reported that the City's ordinance pertaining <br />Regulations to land fill regulations is out -of -date and should be amended to correspond <br />to recent DNR and Federal regulations. council stated that if the City <br />refers all persons requesting fill permits to the Army Corps of <br />Engineers that the ordinance would not have to be updated each time <br />DNR and Federal regulations were changed. <br />Mr. Valento introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 78 -10 -372 - REQUESTING THAT ATTORNEY <br />AMEND ORDINANCE TO REFLECT THAT PERSONS REQUESTING FILL <br />PERMITS MUST MAKE SUCH REQUESTS TO THE ARMY CORP OF <br />ENGINEERS <br />FICA <br />The foregoing resolution was duly seconded by Mr. Hanson. <br />Ayes (5) Messrs. Valenta, Hanson, Jespersen, Nadeau and DeBace. <br />Nayes (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. L, Page 299. <br />Attorney Clayton Parks reported that the Attorney General has made <br />a motion to dismiss the City Of Little Canada's request to drop its <br />employees from the Social Security Program. The Attorney Parks must <br />now submit a memorandum of law to a judge, and a judge will make a <br />decision on the matter. It does not look optimistic for the City. <br />However, Attorney Parks stated that pending legislation could change <br />the situation in the future. <br />Law Mr. Nadeau introduced the following resolution'and moved its adoption: <br />Enforcement <br />Contract RESOLUTION NO. 78 -10 -373 - APPROVING THE 1979 LAW <br />ENFORCEMiENT CONTRACT <br />The foregoing resolution was duly seconded by Mr. Hanson. <br />Ayes (5) Messrs. Nadeau, Hanson, Jespersen, DeBace and Valento. <br />Nayes (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. )4, Page 299. <br />Ramsey County Mr. Douglas Wood of Ramsey County Health Services appeared before <br />Health the Council and reported that the state is getting out of the business <br />Services of providing environmental health services. It is, therefore, up to <br />the City to decide how they would like to receive these services or <br />to provide these services for themselves. Mir. Wood prepared a report <br />which outlined the options available to the City of Little Canada. <br />He explained that he felt Option 3 would be the best for the City <br />and that was to have the County provide Environmental health services <br />to Little Canada. <br />Page -7- <br />
