Little Canada Planning Commission <br />28 April 1978 Page Two <br />Preliminary Policy Plan <br />The Preliminary Policy Plan which has been through review by the Little Canada <br />Planning Commission states as a land use policy that Rice Street should be established <br />as the primary commercial development, and that the City should promote and facilitate <br />complementary development in this area. The proposed office uses are consistent with <br />this policy. <br />The Policy Plan also suggests that access onto major streets be minimized. The proposed <br />development would have two access drives, both on Middle Street. It appears that each <br />drive would tend, more or less, to serve one building. The southernmost access is 65 <br />feet north of the right-of -way line which is probably adequate for stacking purposes. <br />In terms of access to the property,the site plan seems to be consistent with City policy. <br />Zoning Ordinance <br />The Little Canada Zoning Ordinance sets forth specific requirements in regard to develop- <br />ment in a B -2 District. The following are issues which pertain to the Little Canada <br />Professional Building and how the proposed plans relate to these issues. <br />Setbacks. On corner lots the setback from each street right -of -way shall not <br />be less than 40 feet. The proposed site plan allows 40 feet of setback on <br />Little Canada Road and 85 feet of setback on Middle Street. <br />Since the front yard can be considered as either on Middle Street or Little <br />Canada Road, the 9 foot yard between the proposed building and the carwash <br />property line on the east can be considered a side yard. The Ordinance <br />provides no side yard requirement in a B -2. <br />The north side shows the building setback 85 feet from the property line. This <br />would satisfy the required rear yard setback of 20 feet. <br />Parking Requirements. The parking space requirement for the proposed use is 1 <br />space per 150 square feet of floor area. Based upon the minimal figure of gross <br />floor area (8,000 sq.ft.) - ten percent (mechanical, storage, etc.) the applicant <br />should be required to provide parking for 7,200 square feet or 48 spaces. The <br />site plan indicates 50 spaces to be provided, thus complying with the parking <br />requirement. <br />
