MINUTES <br />CITY COUNCIL <br />FEBRUARY 8, 2006 <br />Stephanie Galba reported that sports courts are becoming very popular and <br />suggested Chat Little Canada geC with Che times. Galba stated that the court <br />would be landscaped so that it is screened from view. Galba felt that a <br />recreational use of this nature was about community. <br />Blesener noted that the materials that the Galba's submitted on sports <br />court reference the use of these courts in back yards. Stephanie Galba <br />asked if the sports court would be allowed if it were in the back yard. <br />Montour and Keis stated that a sports court in the back yard would not be <br />an issue of concern for them. <br />Stephanie Galba indicated that they are willing to make the sports court <br />look good and screen it. She indicated that it will probably not exisC in 20 <br />years, but they would like it for the here and now. Galba pointed out the <br />health benefits of keeping children happy and active. <br />Keis stated that he applauded the Galba's for their efforts in keeping their <br />children active. He noted that the Text Amendment would allow <br />recreation uses of varying natures in the front yards of properties. Not all <br />may be as well tended as the Galba's sports court. Keis again stated that a <br />recreation use in the back yard was not an issue of concern for him. <br />Stephanie Galba asked if the City would approve their sports court in the <br />back yard. Blesener suggested that the Galba's bring in plans to City staff <br />for review. <br />Stephanie Galba asked that before the Council denies the Text <br />Amendment, that they be given the chance to finish and landscape it so <br />that the Council can see that the court will not be a problem. <br />Montour stated that he did not want to see a lot of this type of use in front <br />yards, but thought there may be specific applications where it would work. <br />Montour pointed ouC thaC not everyone's front yard is equal. Montour felt <br />that Che Text Amendment should be approved with the appropriate <br />controls in place to ensure that the recreational use can work on a <br />particular piece of property. <br />There was no one else fi~om the general public present wishing to <br />comment on this matter. <br />Upon motion by LaValle, seconded by Allan, the public hearing on <br />proposed Text Amendment was closed. <br />The City Planner indicated that this first action before the Council is a <br />Text Amendment which would amend the Zoning Code to create a <br />Conditional Use Permit process for recreational uses in front yards.
