Fischer Chairman, Ad Hoc Charter Committee RE: Summary of Work of Ad Hoc Charter Committee The Charter Committee was appointed by then League President Gene Fisher in the spring of 1973. The Committee is composed of the following persons: -- Dean Fenner; Mayor, White Bear Lake -- Gene Fisher; Councilman, New Brighton -- Tom Lewcock; Manager, New Brighton -- Jerry Splinter; Manager, North.St.: Paul -- Dick Wedell; Councilman, Shoreview -- Don Wiegert; Councilman, Maplewood -- Fred Fischer; Research Aide, Saint Paul The Charter Committee was charged with the broad responsibility of reviewing_ the League's Charter and activities and recommending possible changes in the structure and operation of the League. 1 want to emphasize that the Committee "built from the ground up ", discussing at some length such basic questions as whether or not there was a real need for an organization such as the League, whether or not such an organization could have any effectiveness, etc. Our conclusion was that the League was a necessary and an effective organ- ization, but that it could be more effective if certain changes in the League's structure and operation were made. While the draft Charter we have developed differs from the existing Charter in many ways, these are the major changes the Charter Committee is proposing. 1. New Name. We suggest that the League be renamed the League of Ramsey County Local Governments, in accordance with other changes noted below. 2. New Members. We suggest that membership in the League be expanded from Ramsey County municipalities to include Ramsey o my Qhool di tr_;cta and Ramsey County itself. With regard to the latter point, it is interesting to note that the Ramsey County Local Government Study Commission also suggested League membership for Ramsey County in its recent report to the Ramsey County Legislative Delegation. We also suggest that "associate membership" -- which really means being on the League mailing list -- be offered to all units of local government in Dakota and Washington Counties, including the counties themselves. ,c;
