January 24, 1975 <br />TO: Ramsey County League of Municipalities Members <br />FR: Frederick J. Fischer <br />Chairman, Ad Hoc Charter Committee <br />RE: Summary of Work of Ad Hoc Charter Committee <br />The Charter Committee was appointed by then League President Gene Fisher <br />in the spring of 1973. The Committee is composed of the following persons: <br />-- Dean Fenner; Mayor, White Bear Lake <br />-- Gene Fisher; Councilman, New Brighton <br />-- Tom Lewcock; Manager, New Brighton <br />-- Jerry Splinter; Manager, North.St.: Paul <br />-- Dick Wedell; Councilman, Shoreview <br />-- Don Wiegert; Councilman, Maplewood <br />-- Fred Fischer; Research Aide, Saint Paul <br />The Charter Committee was charged with the broad responsibility of reviewing_ <br />the League's Charter and activities and recommending possible changes in <br />the structure and operation of the League. 1 want to emphasize that the <br />Committee "built from the ground up ", discussing at some length such basic <br />questions as whether or not there was a real need for an organization such as <br />the League, whether or not such an organization could have any effectiveness, etc. <br />Our conclusion was that the League was a necessary and an effective organ- <br />ization, but that it could be more effective if certain changes in the League's <br />structure and operation were made. <br />While the draft Charter we have developed differs from the existing Charter in <br />many ways, these are the major changes the Charter Committee is proposing. <br />1. New Name. We suggest that the League be renamed the League of Ramsey <br />County Local Governments, in accordance with other changes noted <br />below. <br />2. New Members. We suggest that membership in the League be expanded from <br />Ramsey County municipalities to include Ramsey o my Qhool di tr_;cta <br />and Ramsey County itself. With regard to the latter point, it is <br />interesting to note that the Ramsey County Local Government Study <br />Commission also suggested League membership for Ramsey County in its <br />recent report to the Ramsey County Legislative Delegation. We also <br />suggest that "associate membership" -- which really means being on <br />the League mailing list -- be offered to all units of local government <br />in Dakota and Washington Counties, including the counties themselves. <br />,c; <br />
