New Dues Structure. We suggest that the dues charged to members be <br />based solely on the ratio of the assessed valuation of the member <br />unit of local government to the total assessed valuation of all members. <br />4. More Delegates. While we do not suggest any change from the existing <br />one member, one vote" policy of the League, we do suggest that each <br />member appoint three delegates, including one appointed official, to <br />represent that unit of local government at League meetings. <br />5. Standing Legislative Committee. We suggest the establishment by Charter <br />of a standing committee on legislation, to be chaired by the Vice - <br />President and to include at least one representative of a Ramsey County <br />school district and one representative of Ramsey County itself among <br />the seven members. <br />6. Other Committee Membership Expanded. We suggest that the Charter explicitly <br />allow anyone to serve on League committees. <br />One principal thread ties all of these suggested changes together: Ramsey County <br />municipalities do not function in a vacuum, and effective handling of our local <br />problems demand more involvement by more people than the League presently enjoys -- <br />whether those people represent Ramsey County school districts, Ramsey County itself, <br />or other eastern metropolitan area units of local government, whether they are <br />elected officials or appointed officials, or whether they are interested citizens <br />who want to lend a helping hand in solving the problems the League is addressing. <br />The Charter Committee believes strongly that the League can not be a truly effective <br />• organization unless all of these individuals and interests are given a part to <br />play, and this belief is the fundamental point of departure of our work. <br />
