Roseville Plumbing could lease space <br />from McGough until such time as he wanted to retire. <br />The City Administrator reported that Greg Deeb contacted him indicating <br />that he was not really interested in selling his property. Deeb did indicate, <br />however, that he would listen to any proposals and would try to put <br />something together. <br />Brill noted the road easement at the western edge of the property, pointing <br />out it is 50 feet wide through the McGough property and 30 feet through <br />the others. The City Administrator indicated Chat if the area redevelops, a <br />full 50-foot road right-of-way should be obtained and improved as access <br />through that area, including sanitary sewer and water. <br />The City Administrator noted that in reviewing the various redevelopment <br />options, the option labeled #1 does not work from the City's standpoint <br />given the City's need for more outdoor storage. He indicated that #2 <br />looked good from the City's perspective, but suggested there may not be <br />enough outdoor storage for McGough. Outdoor storage for the City may <br />not be adequate in #4 or #6. <br />The City Administrator reported that he ran some very preliminary Tax <br />Increment Financing numbers, and suggested that based on these numbers, <br />the City Public Works Garage may not fit in the redevelopment proposal. <br />The facC that the City is not atax-paying entity and the limited space for <br />outdoor storage impacts the feasibility of That concept. <br />Brill again pointed out that the ponding requirements also impacts the <br />amount of development that can be achieved in this area. Additionally, <br />there is a pipeline through the property that will have additional impact. <br />There was additional discussion on incorporating both Donovan <br />Construction and Roseville Plumbing into the redevelopment proposal. <br />LaValle stated it was his feeling that the redevelopment projecC should <br />extend all the way to South Owasso Blvd. in order to clean up this whole <br />area. <br />Brill noted that the more property owners involved, Che more challenging <br />it will be to put a redevelopment project together. The City Administrator <br />noted Che difficulty of utilizing eminent domain for a project of this nature. <br />He did point out, however, that the area would qualify as a TIF <br />redevelopment district. The Administrator felt that to make the project <br />work, he did not think the Public Works Garage could be part of the <br />project. Again, the City would not be atax-paying entity and has <br />substantial outdoor storage needs. The Administrator felt, however, the <br />
