MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 2006 <br />best long-term interests of the City is to see the area redevelop, with or <br />without the City's public works garage. He noted that there are other <br />location options for the garage. <br />Brill indicated that if the redevelopment project moves forward, it will be <br />necessary to get Donovan Construction and Roseville Plumbing into the <br />project and perhaps other properties as well. Hangge pointed out that at <br />this point there are so many variables, that it is difficult to put together <br />redevelopment options. Brill suggested that it may be necessary to discuss <br />eminent domain with Greg Deeb. LaValle stated that he did not think <br />Deeb will want to move forward with a new building. <br />Brill was confident that McGough would be able to acquire two or three of <br />the properties, but noted that there always seems to be a hold out in <br />redevelopment projects. He noted Chat the Roseville Plumbing property is <br />right in the center. Hangge noted that if Deeb did not want his own <br />building, McGough would be willing to lease space to him in their <br />building. It was estimated that Roseville Plumbing will need <br />approximately 5,000 square feet. <br />The City Administrator pointed out that the Roseville Plumbing parcel is a <br />good sized parcel that is underutilized. Brill suggested that if the <br />redevelopment project is to be feasible, the City will have to get behind it. <br />The City Administrator noted Chat the Legislature will likely change the <br />eminent domain laws this session making it difficult for a City to condemn <br />for redevelopment by a developer. <br />Hangge suggested that perhaps McGough should determine how far they <br />can get without the use of eminent domain. The Administrator noted Chat <br />pay-as-you-go TIF assistance would be an option. <br />Allan asked what the ideal building size would be for McGough <br />Construction. Hangge replied that 60,000 to 75,000 square feet with some <br />outdoor storage would be ideal. <br />The City Administrator noted that it is important to remember that outdoor <br />storage will still be a key component of this redevelopment project. <br />Blesener felt that at a minimum the three properties abutting South <br />Owasso Blvd. should be included in this project along with the McGough, <br />Donovan, and Deeb properties. Brill agreed and suggested that they also <br />contact property owners to the north. Brill stated that McGough will <br />contact the property owners in the area to determine their interest, and <br />stated that they will not plan on condemnation help. <br />
