MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 2006 <br />The Administrator suggested that the City would be willing to give 1.033 <br />preferential letters to assist as well as noted the potential for TIF <br />assistance. The Administrator also suggested that, if helpful, the City can <br />conducC a joint meeting with McGough and the impacted property owners. <br />Council agreed. <br />The City Administrator pointed out Chat the City's public works garage <br />should be afree-standing building with outdoor storage. <br />Brill felt that the concepC plans should not be distributed to the public <br />given the fact that they are so conceptual. <br />Haggne stated that McGough is motivated to redevelop this area and felt it <br />was a good solution for them to get some additional warehouse space <br />without outdoor storage. <br />LaValle suggested that some appraisal work be done on the properties in <br />question. Brill indicated that he was an appraiser and could do some <br />estimates. <br />The City Administrator noted that eminent domain could be in play if the <br />City is one of the users in this redevelopment area. However, a lot will <br />depend on what the Legislature does this session. <br />Haggne stated that they had no set schedule, but would try to continue to <br />make progress on this project. <br />MATTHEWS The City Administrator reviewed a concept redevelopment plan for <br />property south of the Tacheny Town Office Project on Rice Street. This <br />concept was submitted by John Matthews and includes seven properties. <br />The Administrator reported that the McDonald Battery property appears to <br />be the only hold out in the redevelopment proposal given their desire for <br />an inflated sale price. <br />The Administrator presented some preliminary TIF analysis of the <br />redevelopment project and indicated that it appears to have some potential. <br />He noted that relocation fees for the tenants of the apartment complex <br />could be very expensive. <br />The Administrator reported that Matthews is interested in moving forward <br />with the project. The first step that would have to be taken is to get the <br />properties appraised, acrd Matthews has indicated a willingness to incur <br />this expense. <br />4 <br />
