MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 2006 <br />PARKING The Council reviewed the survey information included in the agenda <br />RESTRICTIONS packet relative to parking restrictions. Blesener noted that of the 17 cities <br />listed, 13 have overnight parking restrictions, whether seasonal or year <br />round. <br />The Public Works Superintendent reported that the issue for the Public <br />Works Department is the inability to plow streets to full with given on- <br />streetparking that occurs in some areas of the City. The current City <br />Code prohibits on-street parking after a 2-inch snowfall until the street is <br />plowed to full width. The lack of compliance coupled with the lack of <br />enforcement by the Sheriff's Department is posing a safety problem. <br />The City Administrator agreed Chat the Sheriff's Department has noC <br />consistently enforced the City's winter parking restrictions. The <br />Administrator felt that an overnight parking ban would be a solution to the <br />problem and would get cars off the streets. He noted the City's system of <br />issuing parking permits, but in the case of a snowfall, Che parking permiC <br />would indicate that cars would have to be removed from the street for <br />plowing. <br />Allan asked if Public Works was proposing ayear-round no overnight <br />parking ban. The Superintendent recommended the no overnight parking <br />from November 1'" through April 1". <br />Keis stated that before enacting a restriction of this nature, he wanted to be <br />sure that there was a significant problem. The Superintendent reported <br />that the on-street parking is a problem for Public Works and impedes the <br />snow plowing operation. The result is a public safety problem given the <br />snow piles and ridges left in the street. <br />The Administrator indicated that the problem has not been too severe the <br />last few winters since there were few large back-to-back snow storms. <br />However, when this occurs the resulting snow piles lefC in the street <br />because of parked cars is a problem. <br />Montour agreed that the Sheriff's Department has not been enforcing the <br />ordinance, pointing out that he drives by several cars parked on Desoto <br />Street each day and there are never tickets on these cars. <br />The Superintendent stated that he has tried unsuccessfully to work with <br />the Sheriff's Department on getting a ticketing procedure in place <br />following 2-inch or greater snowfalls. <br />Blesener felt that the overnight parking ban from November ]S` to April ls` <br />of each year eliminated the gray area that exists with the City's current <br />ordinance. <br />7 <br />
