H.I. 1530 <br />METROPOLITAN LAND USE PLA.NNIN <br />WHAT THE LEGISLATURE REQUIRES IN THIS BILL <br />1. The Legislature requires local land use planning <br />and management and school district capital improve- <br />ment programming to the minimum extent necessary to <br />protect four expensive metropolitan physical <br />facilities: airports, sewers, recreation open <br />space, and transportation. <br />2. The Legislature requ:tr s localities and school <br />districts to inform and communicate with the <br />Metropolitan Council and each other about their <br />plans and capital improvement programs. <br />3. The Legislature requires localities to take some <br />minimum steps to implement their plans and to maintain <br />some consistency between their plans and their <br />implementation measures. <br />4. The Legislature requires the Council to inform and <br />• advise local governments and school districts about <br />rnetropolit "an systems plans and, upon request, to <br />assist localities and school districts with technical <br />and financial aid. <br />5. The Legislature requires the Council to review the <br />plans of localities and the capital improvement <br />programs of school districts, to comment on them <br />from a regional perspective, to hold public hearings <br />on them upon request, and to direct such changes in <br />local plans or school district capital improvement <br />programs as may be necessary to prevent substantial <br />damage to the four metropolitan systems. <br />6. The Legislature requires the Council to hold public <br />hearings on local request in order to receive comments <br />on or objections to metropolitan systems plans; and <br />it requires the Council to hold public hearings <br />before going into court to force modifications in <br />plans or programs. <br />
