MINUTES <br />CITY COUNCIL <br />MARCH 27, 2013 <br />REPORT FOR THE COUNCIL'S REVIEW AT ITS APRIL 10, 2013 <br />MEETING <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />PUD — Montour opened the Public Hearing to consider application for a Planned <br />80 LITTLE Unit Development (PUD) Permit to allow the operation of an adult day <br />CANADA care service center at 80 Little Canada Road as requested by Grace Adult <br />ROAD — Day Care Center. The Planning Commission recommended approval of <br />GRACE the PUD Permit subject to compliance with the City Planner's <br />ADULT recommendations as outlined in his March 8, 2013 report. <br />DAY CARE <br />The City Planner reported that the property in question is zoned Planned <br />Unit Development (PUD) District and the Comprehensive Plan guides this <br />property for business use. The property has been utilized as a mixed use <br />office - warehouse. The Grace Adult Day Care Center is proposing to use <br />about a quarter of the building for an adult day care facility serving <br />approximately 50 adults. Clients will be transported to and from the <br />facility in passenger vans. The center will be open Monday through <br />Friday from 9 a.m. to 5 p.m. with clients at this site between 9 a.m. and 3 <br />p.m. The Planner noted that the proposed use is less intense than an office <br />or retail use. IIe also indicated that there is adequate on -site parking for <br />the use. The Planner stated that staff and the Planning Commission have <br />recommended approval subject to the conditions outlined in his report. <br />Macy Yang, 80 Little Canada Road, reported that Grace Adult Day Care <br />Center would serve senior citizens as well as disabled adults. The center <br />would provide an opportunity for these individuals to socialize as well as <br />given their care - givers a break. The center will provide opportunities for <br />exercise, games, and activities. <br />Montour asked if Yang had any other sites. Yang replied that this is her <br />first site, but indicated that she has two partners with similar experience. <br />Keis asked about State or County licensing requirements. Yang reported <br />that the center will have to be State licenses and informed the Council of <br />the licensing process which can take 6 to 9 months. Yang indicated that if <br />all goes well the center should be open in November. <br />Keis asked how large an area clients would come from. Yang indicated <br />that they would come from the Metro area and the key factor relates to the <br />distance the center wants to provide transportation to. <br />8 <br />
