MINUTES <br />CITY COUNCIL <br />SEPTEMBER 13, 2006 <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />CONSENT Mr. Blesener introduced the following resolution and moved its adoption: <br />AGENDA <br />RESOLUTION NO.2006-9-205 -APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />xAPPROVAL OF THE VOUCHERS; <br />*APPROVAL OF PARTIAL PAY REQUEST TO T. A. SCHIFSKY & <br />SONS FOR 20067MPROVEMENTS <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />2007 Blesener reported that the Council held a workshop at 6:00 p.m. this <br />PRELIMINARY evening to review the 2007 Preliminary Budget. The action before the <br />BUDGET Council this evening is to certify the 2007 Preliminary Budget, which <br />would set the maximum amount that the City could levy for in 2007. <br />Blesener noted that the City's 2007 Final Budget does not have to be <br />adopted until December. Therefore, the City Council has a couple of <br />months to work on the Budget and try to lower the levy amount. <br />The City Administrator reported that the Preliminary Budget amount <br />presented to the Council at the workshop was fairly high. Options for <br />reductions were also presented, and the Council agreed on several. The <br />Administrator reported that City staff is confident thaC the Budget increase <br />can be held to a level of between 4.5% and 3.5%. The Administrator <br />agreed that between now and December, additional work can be done to <br />keep the levy increase as low as possible. <br />Blesener noted that the proposed increase presented at the workshop was <br />7.92%, and during the workshop cuts were made to reduce that increase to <br />4.5%. The City Administrator indicated that he is aware of other cities <br />proposing levy increases of 4.5%, also noting that White Bear Lake is <br />proposing an increase of 1.9%, Shoreview 6.7%, and Ramsey County <br />6.2%. <br />Blesener stated that for the 2007 Preliminary Budget he does not want to <br />exceed a 4% increase, and wanted to continue to work to reduce the 2007 <br />
