MINUTUS <br />CITY COUNCIL <br />SPPTi;MB1;R 13, 2006 <br />The Administrator reported that he has had a number of contract <br />negotiation meetings with the City's haulers. The proposed contract that <br />is before the Council this evening is the result of those meetings. The <br />Administrator ouClined in detail Che key changes in the contract. These <br />include Che following: <br />o Implementation of single sort recycling; <br />o Free pick up of yard waste from City-owned properties; <br />o Spring Clean-Up Day on an every-other-year basis; <br />o An added charge if the Hauler's fail to reduce fees <br />associated with reduction in fuel costs or tipping fees; <br />o Addition of a Fuel Surcharge; <br />o Contractors receive proceeds from sale of recyclables and <br />assumes risk for associated disposal costs; <br />o Increase in insurance limits; <br />o Elimination of televisions from recycables; <br />o Increase in collection rates locked for afive-year period; <br />o Option for the City to bill for organized collection service. <br />The Council discussed the contract changes as well as reviewed the <br />comparison of cities' collection rates both under organized collection and <br />an open system. It was the consensus of the Council that the rates appear <br />to be acceptable, provided that they can be locked for a seven year period <br />versus the five years proposed. The Council noted that the addition of the <br />fuel surcharge as well as the potential for tipping fee adjustments provides <br />inflationary protections for the contractors. It was also noted that North <br />St. Paul's and Vadnais Heights' contracts do not include fuel surcharges, <br />but likely will when renewed. <br />The City Administrator reported that the City Attorney has reviewed the <br />proposed contract and suggested some changes. <br />It was the consensus of the Council that should the haulers not be willing <br />to agree to a longer contract terms, then organized collection services <br />should be put out for bid. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO.2006-9-2I3 -APPROVING THE ORGANIZED <br />COLLECTION CONTRACT AS PRESENTED BY THE CITY <br />ADMINISTRATOR AND AS AMENDED BY THE CITY ATTORNEY <br />WITH THE CHANGE IN CONTRACT TERM FROM FIVE YEARS <br />TO SEVEN YEARS, AND AUTHORIZING THE MAYOR AND CITY <br />ADMINISTRATOR TO EXECUTE THE CONTRACT ON BEHALF <br />OF THE CITY <br />
