MINUTES <br />PLANNING COMMISSION <br />APRIL 11, 2013 <br />The City Planner noted the uses that have been applied for are allowed in <br />the Light- hndustrial (I -1) District as Conditional Uses or Interim lises. <br />The outdoor storage expansion for Quality Contracting -Q3 is an <br />amendment to the existing Interim Use Permit, with the Planner noting <br />that Quality is expanding into the entire outdoor storage area at the south <br />end of the property taking over some of the storage previously dedicated <br />to an on -site tenant. <br />With regard to outdoor storage for up to three storage containers, the <br />Planner indicated that specific details have not been submitted. The <br />Planner noted that the storage containers would have to meet the specific <br />requirements of the Code as outlined in his report. The Planner also noted <br />that there appears to be adequate room on the property to locate these <br />containers. <br />The Planner then reviewed the additional uses requested, which include <br />Major Auto Repair, Over -The -Road Trucking, Body Shop, and Towing <br />and Impound. The Planner noted that "Body Shop" is a subcategory of <br />"Major Auto Repair ". Towing and Impound was included in the original <br />permit and is allowed under the outdoor storage regulations that exist on <br />the site. Over- The -Road Trucking is also allowed subject to the outdoor <br />storage limitations. The Planner stated that provided the original terms of <br />the outdoor storage CUP are adhered to, each of these uses can be <br />accommodated under the current permit, except that there are separate, <br />additional requirements for Major Auto Repair as listed in his report. <br />The Planner pointed out the applicant did indicate the outdoor storage area <br />for the Major Auto Repair use, but no detail has been submitted relative to <br />this use. The Planner pointed out that the outdoor storage of parts is not <br />permitted, and also noted that the Code contains specific outdoor storage <br />performance standards that would have to he adhered to. <br />The Planner further noted that Conditional Use Permit approval is valid <br />for one year from the date of approval, and where the permit has not been <br />utilized for that period, the approval expires. That is also true for permits <br />that area used, and then lapse for the one year period in subsequent years. <br />Lee Rossow, owner of 3164 Ryan Lane, noted that Quality Contracting - <br />Q3 is expanding into the entire outdoor storage at the south end of the <br />property. To accommodate this expansion, the interior dividing fence <br />would be removed. <br />Rossow then reviewed the Balta's Towing use of the property. He <br />indicated that Balta's would be using the building for their auto repair <br />business and noted that their outdoor storage would occur in the northeast <br />-2- <br />
