MINUTES <br />PLANNING COMMISSION <br />APRIL 11, 2013 <br />storage area on the site as well as behind the building. Rossow then noted <br />the proposed location for the three storage containers. <br />Duray asked about the Balta's use of the property. Rossow reported that <br />Balta's brings vehicles in on a flatbed tow truck. These vehicles are <br />repaired and then leave the property. Rossow indicated that Balta's has 6 <br />to 8 people working, so they have a fair amount of vehicles that are being <br />repaired. Balta's does engine and transmission work and not a lot of body <br />work. They do not paint vehicles and have an agreement with Maaco for <br />their paint work. Duray asked if the Major Auto Repair License that <br />Balta's is seeking will change the nature of their business. Rossow stated <br />that it would not and noted that Balta's is already doing major auto repair. <br />The City Planner stated that Major Auto Repair is permitted on the <br />property under a Conditional Use Permit. Outdoor Storage also requires a <br />Conditional Use Permit. The City Planner noted that Balta's moved into <br />the property last fall and occupies the building space and outdoor storage <br />space that was used by the previous tenant. The Planner indicated that the <br />review this evening is to determine what conditions to place on the <br />Conditional Use Permits for the current uses on the property. <br />The Commission asked if the applicant had provided enough detail <br />relative to the CUPs for Balta's Towing. The City Planner replied that he <br />had. <br />Duray recommended approval of the Conditional Use Permit to allow <br />Major Auto Repair, Over -The -Road Trucking, Body Shop, Towing and <br />Impound, and Outdoor Storage including three storage containers for 3164 <br />Ryan Lane subject to the recommendations of the City Planner as outlined <br />in his report dated April 5, 2013 with the amendment to recommendation <br />#4 changing that recommendation to approval of the CUP for Major Auto <br />Repair as discussed. <br />Motion seconded by Schwalbach. <br />Motion carried 7 — 0. <br />PROPERTY Patrice Larson, representing the Ambrose Panek Estate, appeared before <br />DIVISION & the Commission requesting the Property Division and Recombination of <br />RECOM- of 107 and 115 Australian Avenue to create one new buildable lot. Larson <br />BINATION — reviewed the site plan of the property division reporting that Parcel A will <br />107 AND 115 result in the lot with the existing house and garage at 115 Australian <br />AUSTRALIAN Avenue, Parcel 13 would be a new buildable lot fronting on County Road <br />AVENUE — C, and Parcel C would be conveyed to the owner of 107 Australian <br />LARSON Avenue and would be combined with that property. Larson reported that <br />she discussed the proposed lot on Country Road C with Ramsey County <br />-3- <br />
