B. Open or outdoor service, sale and rental as a principal or accessory <br />use provided that: <br />1. Outside services, sales and equipment rental connected with <br />the principal use is limited to thirty (30) percent of the <br />gross floor area of the principal use. <br />2. Outside sales areas are fenced or screened from view of neigh- <br />boring residential uses or an abutting "R" District. <br />3. All lighting shall be hooded and so directed that the light <br />source shall not be visible from the public right -of -way or <br />from neighboring residences. <br />4. The use does not take up parking space as required for conformity <br />to this Ordinance. <br />5. Sales area is grassed or surfaced to control dust. <br />6. The proposed action or use has been considered in relation to <br />the specific policies and provisions of and has been founded to <br />be consistent with the official City Comprehensive Land Use Plan. <br />7. The proposed site is or will be compatible with present and <br />future land uses of the area. <br />8. The proposed use conforms with all performance standards of the <br />City. <br />9. The proposed use will not tend to or actually depreciate the <br />area in which it is proposed. <br />10. The proposed use can be accommodated with existing public <br />services and will not overburden the City's service capacity. <br />C. Accessory, enclosed retail, rental or service activity other than <br />that allowed as a permitted use or conditional use within this Section, <br />provided that: <br />1. Such use is allowed as a permitted use in a "B -2" District. <br />2. Such use does not constitute more than thirty (30) percent of <br />the lot area and not more than fifty (50) percent of the gross <br />floor area of the principal use. <br />3. Adequate off - street parking and off - street loading is provided. <br />4. All signing and informational or visual conmLunication devices <br />shall be in compliance with City ordinances. <br />5. The proposed action or use has been considered in relation to <br />the specific policies and provisions of and has been founded to <br />54 <br />
