B. Open or outdoor service, sale and rental as a principal or accessory use provided that: 1. Outside services, sales and equipment rental connected with the principal use is limited to thirty (30) percent of the gross floor area of the principal use. 2. Outside sales areas are fenced or screened from view of neigh- boring residential uses or an abutting "R" District. 3. All lighting shall be hooded and so directed that the light source shall not be visible from the public right -of -way or from neighboring residences. 4. The use does not take up parking space as required for conformity to this Ordinance. 5. Sales area is grassed or surfaced to control dust. 6. The proposed action or use has been considered in relation to the specific policies and provisions of and has been founded to be consistent with the official City Comprehensive Land Use Plan. 7. The proposed site is or will be compatible with present and future land uses of the area. 8. The proposed use conforms with all performance standards of the City. 9. The proposed use will not tend to or actually depreciate the area in which it is proposed. 10. The proposed use can be accommodated with existing public services and will not overburden the City's service capacity. C. Accessory, enclosed retail, rental or service activity other than that allowed as a permitted use or conditional use within this Section, provided that: 1. Such use is allowed as a permitted use in a "B -2" District. 2. Such use does not constitute more than thirty (30) percent of the lot area and not more than fifty (50) percent of the gross floor area of the principal use. 3. Adequate off - street parking and off - street loading is provided. 4. All signing and informational or visual conmLunication devices shall be in compliance with City ordinances. 5.
