MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 2006 <br />ZONING Mayor Blesener opened the public hearing Co consider Amendments to <br />CODE the Zoning Code relative to fence permits and the establishment of <br />AMENDMENT - driveway standards. The Council reviewed the Planning Commission <br />PENCE PERMITS discussion on these proposed amendments, noting that there were various <br />AND PAVING options discussed relative to paving standards. <br />STANDARDS <br /> The City Planner reviewed in detail the proposed amendment establishing <br /> paving standards. He noted that paving would be required of all parking <br /> areas accessory to commercial, industrial, and attached housing, including <br /> associated driveways. The amendment also proposes the paving of <br /> driveways for new single-family home construction, including the <br /> reconstruction of any home in which the estimaCed construction cost is <br /> equal to or greater Chan the assessed valuation of the existing building. <br /> Driveways would also be required to be paved at the time of construction <br /> of a new garage that has access to a public street as well as at the time of <br /> driveway construction or reconstruction. This paving would have to be <br /> asphalt, bituminous, modular pavers, or concrete to control dust and <br /> drainage. The Planner noted that any unpaved driveways would have to <br /> be surfaced with a material suitable Co control dust and drainage, minimize <br /> erosion or siltation in the public street and/or storm water system. <br />Allan noted that compacted gravel will silt out onto the street during storm <br />events. The City Planner indicated that property owners will have to <br />resolve erosion problems to prevent siltation from occurring. <br />Allan noted that there are new Federal regulations addressing storm water <br />issues, and the City needs to pay attention to what is going into the <br />watershed. <br />Blesener stated that he supported the threshold for requiring paving for <br />reconstruction projects that are equal to or greater than the current <br />assessed valuation. He also felt that if a property owner were to construct <br />a new garage, requiring a paved driveway made sense. However, a second <br />garage that did not have street access would not require a paved driveway. <br />There was no one present from the general public present wishing Co <br />comment on this matCer. <br />Upon motion by Blesener, seconded by Allan, the public hearing was <br />closed. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006-9-223 -AMENDING CHAPTER 903.050 OF <br />T'HE LITTLE CANADA CITY CODE, KNOWN AS THE ZONING <br />l6 <br />
