MINUTES
CITY COUNCIL
SEPTEMBER 27, 2006
discussed at least three or four times. Each Cime, Mr. Sedaghat has made
promises to clean up the property and bring iC back into compliance.
However, this has not been done. Blesener pointed out that 90 days ago,
the Council gave Mr. Sedaghat 90 days to clean up the property. This has
not occurred.
The City Administrator reported that in June, the Council asked for
inspections of the property aC 30 day intervals. The first one was
conducted in July and the Code Enforcement Officer found 135 vehicles
on the property in varying states of repair.
The Administrator reported that he inspecCed the Valor Enterprise property
today in Mr. Sedaghat's presence. The Administrator presented pictures
of the property comparing its condition 90 days ago with today, noting
that there has been very little improvement, and in some cases the
condition has worsened. He also pointed out the standing water on the
property as the result of recent rains. While the property does have
drainage problems, there are solutions to those problems.
The Administrator indicated that he tried to inventory the vehicles that
were on the property to compare them Co the list that was developed 90
days ago. However, given the wet, muddy condition of the property and
the fact that these vehicles have been moved around, he abandoned that
idea. The Administrator estimated that there were 75 repairable vehicles
in the rear of the property, 5 repairables on the north side, 6 vehicles in the
employee/customer parking area, 3 vehicles on the boulevard, and ] 6 in
the sales area. This is well over the 20 repairable and 30 for-sale vehicles
Chat are allowed under the CUP's.
Blesener noted thaC iC appears from Che pictures thaC Chere are more parts
and tires stored outdoors on the property than there were 90 days ago. The
CiCy Adminish~ator indicated that the parts and tires were there 90 days
ago, but had been stored in a more orderly fashion. The Administrator
indicated that Mr. Sedaghat has informed him that the Cires were scheduled
to be picked up, but the truck had not yet arrived to do so.
Allan indicated thaC it appears from the Code Enforcement Officer's report
that in reviewing this property over the past 5 years, the number of
vehicles has never been under 100. The Administrator agreed. Keis noted
that in some instances, vehicles have been temporarily removed fi•om the
property and then brought back.
Mr. Fred Sedaghat, Valor EnCeiprises, apologized to the Council
indicating that he has done his best in the past 90 days to bring the
property into compliance.
