MINUTES <br />CITY COUNCIL <br />MAY 10, 2006 <br />if the City required the one veterinary clinic in Little Canada Co collect this <br />tax, people would just use vets outside of Little Canada. <br />Weisman further pointed out the overpopulation crisis as well as the <br />torturing of animals for research purposes. Blesener noted that it would be <br />almosC impossible for the City to impose a tax as Weisman is suggesting. <br />The Administrator reported that staff has been studying its licensing fees, <br />and has been considering coming back with a recommendation relative to <br />the dog license wherein the license fee would be less for spayed or <br />neutered dogs. This would provide some incentive for people to have <br />their dogs spayed or neutered. The Council indicated that they would <br />consider such a recommendation and felt it was a reasonable approach. <br />Weisman requested that the City amend its ordinance to allow property <br />owners to have more than three animals. He again reported on the crisis <br />of homeless animals and felt that property owners who are willing to Cake <br />in homeless animals should be able to have more than three. <br />Blesener felt that it could become a burden on neighbors when property <br />owners had more than three animals. It was also noted Chat the restriction <br />on Che number of animals has been in existence for some time, and the <br />City has not gotten other requests to increase this number. The consensus <br />of the Council was that the Code is working and the restriction should <br />remain at three. <br />Weisman reported that he intends to run for Council, and if he is elected <br />this is one of the issues that he would work toward. <br />Weisman then requested that the City stop its buckthorn removal <br />practices. He reported that the removal. is resulting is less animal habitat <br />and food source. The City Administrator pointed out that buckthorn is not <br />native and is a nuisance, choking out native vegetation. Weisman asked <br />Chat, at a minimum, the buckthorn be replaced so that habitaC and food will <br />not be most for animals. <br />Weisman expressed concern about traffic speeds. Blesener agreed that <br />this is a problem, especially in light of Che Unweave the Weave project. <br />Blesener reported that the City has contracted with the Sheriff's <br />Department for an additional patrol car to increase traffic enforcement. <br />The City Administrator also reported ChaC the Sheriff's Department is <br />studying the issue of implementing administrative fines for traffic <br />violations, and will be coming back with a recommendation to the <br />contracting cities. <br />
