PAUL, MINNESOTA 55101 (612) 298 -0072 <br />November 2, 1979 <br />Mr. Joseph Chlebeck <br />Little Canada City Clerk <br />515 Little Canada Road <br />Little Canada, Minnesota 55117 <br />Re: Cable Service Territory for <br />15 St. Paul Suburbs <br />Dear Mr. Chlebeck: <br />Since the filing of Capitol City Cablevision's Cable Service <br />Territory proposal (CST) with the Minnesota Cable Communications Board <br />(MCCB) on September 14, 1979, representatives of Capitol City and the <br />MCCB have spoken with many of the city managers and city attorneys of <br />the suburbs included in the CST. In addition, we have attended various <br />city council and citizens advisory committee meetings to answer questions <br />regarding the CST proposal and the cable TV franchising process. Repre- <br />sentatives of eleven of the fifteen suburbs met with Capitol City and <br />Mr. W. D. Donaldson, executive director of the MCCB, on October 15 to <br />discuss cable TV. Several of the suburbs contiguous to the fifteen <br />suburbs covered by the CST have also contacted Capitol City and the <br />MCCB about the CST. <br />The reactions of the communities to the CST proposal have <br />varied: some are eager to move forward with the CST as proposed; some <br />want more time to consider the proposal; some are concerned about munici- <br />palities left out of the CST, others are concerned about those included; <br />several may wish to withdraw and form their own CST; some want to divide <br />up the municipalities under the umbrella of the large CST. <br />Capitol City is in the process of determining the best way to <br />proceed with consideration of the CST to meet the needs of all of the <br />interested communities. Several alternatives to the present CST proposal <br />are being explored: <br />1. Capitol City could amend its proposal to include only <br />those suburbs which are ready to proceed, assuming that these suburbs <br />form a group of contiguous suburbs which could logically be in the same <br />CST. <br />2. Capitol City could request that the MCCB defer its con- <br />sideration of the CST proposal until the MCCB's January meeting (or <br />longer, if that is appropriate) in order to afford additional time for <br />29 <br />
