Page 2 <br />Planning Commission Regular Meeting <br />April 3, 1980 <br />McCumber and Dahl Proposal: <br />Mr. Ed McCumber appeared along with Mr. Larry Dahl. Mr. <br />Dahl wishes to operate an Auto Alignment and Frame- Straightening <br />Shop in Edward McCumbers building located near the intersection <br />of Co. Rd. D and Edgerton. Mr. Dahl submitted letter of intent <br />stating his proposals for said business. There was discussion <br />on possible debris that could accumulate on the property <br />resulting from said business. The Zoning on the property is <br />light industrial, and this type of business does fit the <br />zoning. Occupancy permit has not as yet been granted for <br />the building. Mr. McCumber stated that he is in the process of <br />compiling with both the Landscaping Bond and the Park Charge <br />required for his building. Custom Designers of Hugo, Minn., <br />are landscapers for the site. Brad Nielsen indicated that the <br />landscape plans are still inadequate based on site check and <br />site plan dated 10- 29-79. <br />Motion made by Dick Boss to recommend that license for Mr. <br />Dahl's business be granted contigent upon the following: <br />- issues outlined in memorandum, dated 26 March 1980, <br />from Brad Nielsen /Joe Chlebeck to Little Canada Planning <br />Commission, Mayor and City Council, be resolved; and <br />- that there be no outside parking on site other than in a <br />fenced in area. <br />Motion Seconded by Joe Vitale <br />Motion denied: Ayes - 3, Nayes - 4 <br />Donald Gagne Building Permit Request: <br />Mr. Don Gagne appeared with proposal to construct single <br />family residential dwelling on a section of his property <br />located between Country Dr. and Condit St. The property <br />is currently zoned B-2 and Mr. Nielsen instructed the Planning <br />Commission that it was not possible to issue a special use <br />permit for a residential single family dwelling on commercially <br />zoned land. In order to build a single family residential home, <br />Mr. Gagne would have to apply for a rezoning on the property. <br />Motion made to recommend allowing single family dwelling on <br />property subject to rezoning to residential use, by Gene <br />DeLonais, Seconded By Joe Vitale. <br />Motion Carried: 8 - 0 <br />Keystone Car Wash: <br />Mr. Richard Nordby appeared with proposal to change Keystone <br />Car Wash business to Auto Rustproofing and Polyglycoating <br />Service. There was discussion as to the amount of fumes <br />that would be vented out of the building resulting from the <br />Rustproofing. There were also questions raised as to the <br />disposal and storage of barrels connected with the operations <br />of the business. Mr. Nordby assured the Planning Commission <br />that there would be no outside storage of barrels, and that., <br />only one car would be worked on at a time, because there are <br />2 <br />
