MINUTES <br />CITY COUNCIL <br />MAY 24, 2006 <br />RYAN LANE - approval of the CUP amendments subject to the conditions outlined <br />ROSSOW in the Planner's report dated May 4, 2006. <br />Lee Rossow appeared before the Council and reported that as a result of <br />moving his bus company to 1870 Rice Street, the rental uses of his <br />properties in Ryan Industrial Park have become more apparent. Therefore, <br />it has become necessary Co amend the CondiCional Use Permits for the <br />properties mentioned relative to outdoor storage uses. The current CUP's <br />are specific to bus-related storage issues. Rossow reported that he would <br />like to make the CUP's more generic so thaC as renters move in and out of <br />his buildings, it will not be necessary to amend the CUP each time a <br />change is made. <br />Rossow explained the nature of the three properties under consideration <br />this evening. The building at 3175 Ryan Lane is currently the special <br />projects shop for the bus company. This building will become a rental <br />building, Cherefore, Rossow asked that the outdoor storage allowed under <br />the CUP become more generic. The same is true for the property at <br />194/196 Ryan Lane. <br />With regard to 3164 Ryan Lane, Rossow pointed out that there is a 4,000 <br />square foot building on this very large parcel. Rossow stated that <br />currently he is leasing outdoor storage space to Jacobsen Excavating, <br />Collins Electric, and the adjacenC property owner, Royal Excavating. <br />Rossow indicated that these outdoor storage leases generate revenue for <br />him. However, the problem is that the City's Code allows outdoor storage <br />only as an accessory use to the principal use of the property. <br />Blesener stated that he supported the reasonable use of the land, but did <br />not agree wiCh the discussion at the Planning Commission meeting relative <br />Co leasing a very small portion of a building in order to justify an outdoor <br />storage use. Blesener felt that the City needed control over outdoor <br />storage, and pointed ouC the fact that there are some properties in Ryan <br />Industrial Park where outdoor storage is out of control. Blesener felt that <br />the public hearing on Chis matter should be continued so that staff could <br />put together some options that will give the property owner reasonable use <br />while maintaining City control over outdoor storage. <br />Rossow agreed, and indicated that he places standards on his renters for <br />control of outdoor storage. Rossow stated Chat he definitely favored <br />tighter controls relative to outdoor storage. <br />Allan noted that Rossow indicated at the Planning Commission meeting <br />thaC the inquiries he receives for outdoor storage space are generally from <br />automotive businesses.
