MINUTES <br />CITY COUNCIL <br />MAY 24, 2006 <br />in most cases people were moving small businesses from their homes and <br />into commercial locations. Rossow reported that he receives very few <br />inquiries from larger enterprises. <br />Blesener again noted the need for staff to put together some options that <br />will tighten the City's conhol over outdoor storage while allowing <br />property owners the reasonable use of their property. It was the consensus <br />of the Council that there should be a reasonable ratio of building rental <br />space to outdoor storage space and not the minimum numbers discussed at <br />the Planning Commission meeting. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006-5-119 -TABLING ACTION ON THE <br />AMENDMENTS TO CONDITIONAL USE PERMITS TOR l94/I )6, <br />3164, AND 3175 RYAN LANE REQUESTED BY LEE ROS50 W <br />UNTIL THE JUNE 28, 2006 REGULAR COUNCIL MEETING <br />CONTINGENT UPON MR. ROSSOW SIGNING ASIXTY-DAY <br />WAIVER AGREEMENT <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />AMENDMENT Blesener opened the Public Hearing to consider an Amendment to the <br />TO ZONING Zoning Code Chapter 903.050, relative to the issue of impervious <br />CODE - surface and curb cut accesses for detached single-family dwellings. <br />IMPERVIOUS The City Planner and Planning Commission recommended approval <br />SURFACE & of the amendment as proposed. <br />SECOND <br />CURB CUTS The City Planner presented the background on this proposed amendment, <br /> noting that the Council recently amended the Code to allow second curb <br /> cuts for single-family properties by Conditional Use Permit provided that <br /> certain conditions are meC. One of these conditions was that the <br /> impervious surface area on the property cannot exceed 30%, although it <br /> was the intent of the Council to grandfather in any properties that already <br /> exceeded this amount. The Planner noted that the property owner that <br /> requested the initial amendment exceeds the 30% impervious surface <br /> limitation on his property. The Planner reported that the amendmenC <br /> before the Council this evening reflects the Council's intent allowing a <br /> second curb cut provided that no additional impervious surface is added if <br /> the property is already at or over 30%. It also allows the City to require <br /> additional storm water management measures to resolve new or existing <br /> drainage issues. <br />
