MINUTES <br />CITY COUNCIL <br />MAY 24, 2006 <br />CONSENT <br />AGENDA <br />ON-SALE <br />LIQUOR <br />AND <br />ON-SALE <br />WINE <br />LICENSE <br />LEES <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2006-5-122 -APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF CHANGE ORDER TO 20067MPROVEMENTS FOR <br />REPLACEMENT OF MORRISON SANITARY SEWER SERVICES; <br />*AUTHORIZING THE USE OF AUTOMARK BALLOT MARKING <br />DEVICE FOR THE 2006 ELECTIONS <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Clerk reported that the Automark ba11oC marking device will be <br />utilized during the 2006 Elections in response to Federal Legislation to <br />allow the visually impaired to independenCly and privately mark their <br />ballots. The capabilities of this ballot marking device may be expanded <br />for future elections to address other disabilities. <br />LaValle reported that as a result of discussions with City staff as well <br />as some of the liquor license holders in the City, he is proposing that <br />future increases of On-Sale Liquor License and On-Sale Wine License <br />Fees be tied to the City's levy increase. LaValle felt that this was a more <br />equitable basis for these license fee increases as the increases would be <br />tied to the City's cost of doing business. LaValle reported the City's <br />Gross Levy and Net Levy increases for the past few years as follows: <br /> Gross Levv Net Levv <br />2003 4.0% 3.28% <br />2004 4.8% 5.63% <br />2005 1.36% 1.65%a <br />2006 2.54% 4.57% <br />LaValle also noted that the City's 2 A.M. License Fee is based on one-half <br />of the State's fee. LaValle reported that he has been informed that the <br />State has doubled their fee. Therefore, LaValle recommended that the 2 <br />A.M. Fee remain at the 2005 level. <br />The City Administrator recommended that if levy increases are used to <br />determine On-Sale Liquor License and On-Sale Wine License Fee <br />
