Section 1 <br />ARTICLE VI <br />MEETINGS <br />DRAFT <br />Regular meetings of the Advisory Board shall be held at least <br />eight times annually, at such time and places as shall be desig- <br />nated by the Advisory Board. Time, location, and frequency of <br />the meetings of the committees shall be determined by the committee <br />members. <br />Section 2 NOTICE <br />Subd. 1 Members shall be given at least five days notice in writing, or <br />24 hours notice by phone, of Advisory Board and Committee meetings. <br />Subd. 2 Notice of meetings of the Justice Advisory Board and its committees <br />shall be received by the Chief Clerks to the Ramsey County Board <br />and to the City of St. Paul by 12:00 noon on the Friday prior to <br />the week in which a given meeting is to be held. The notice shall <br />contain the following information: name of committee, date, time, <br />place of meeting and an agenda of items to be considered. The <br />Executive Director of the County Board and the Mayor's Executive <br />Assistant shall post such notices and provide such information to <br />general circulation newspapers. <br />Section 3 MINUTES <br />Minutes of meetings of the Advisory Board and its committees shall <br />be taken, and shall include a list of those committee members in <br />attendance, a record of all formal votes, and a su miary of decisions <br />and /or recommendations made at the meetings. Copies of minutes of <br />regular meetings of the Advisory Board will be filed in the Office <br />of the County Executive Director and that of the Mayor's Executive <br />Assistant. <br />Section 4 QUORUM <br />Nine (9) Advisory Board members shall constitute a quorum for the <br />transaction of business at any meeting of the Advisory Board. A <br />majority of Advisory Board members appointed to a committee shall <br />constitute a quorum for the transaction of business at the Advisory <br />Board committee meetings. <br />Section 5 VOTING <br />Each member of the Advisory Board shall be entitled to one vote <br />upon each matter submitted to a vote. A proxy= vote_ta$y.be registered <br />with the Chairman by a member when he /she calls. the Chairman to be <br />excused from a meeting. A majority vote is required to adopt any matter. <br />* Section 6 CONDUCT OF BUSINESS <br />Subd. 1 All meetings of the Justice Advisory Board and its committees, <br />where action is required on a matter, shall be governed by the <br />current edition of Robert's Rules of Order, newly revised. <br />Subd. 2 Committee rules and procedures may be suspended by a two - thirds <br />(2/3) vote of the committee members present. <br />Subd. 3 Voting on any matter shall be by voice vote provided that a roll <br />call shall be called and recorded on any issue if requested by one <br />or more members.
