GUIDELINES <br />AND <br />APPLICATION INFORMATION <br />Ramsey County Recycling Grant Program <br />Background <br />The Ramsey County Board of Commissioners appropriated funds in <br />their 1987 budget for the purpose of expanding municipal <br />recycling programs. With these monies a grant program is being <br />established for municipalities to finance recycling. A total of <br />$393,600 of county money is available for cities in 1987. Cities <br />are expected to apply to the Metropolitan Council Cost recovery <br />programs for landfill abatement to augment the county funds. <br />Program Goal <br />The main goal of the County Recycling Grant Program is to expand <br />curbside recycling services so that approximately 75 per cent of <br />the households in the county have monthly curbside recycling <br />service in 1987. This goal is consistent with the overall <br />landfill abatement goals in the Ramsey County Solid Waste Master <br />Plan. <br />Who Is Eligible To Apply? <br />The County grant monies for recycling are available to the <br />seventeen municipalities and townships within Ramsey County. <br />What Can The Grant Funds Be Used For? <br />The funds can be used for expenses incurred in providing a <br />recycling program to your city or town. The major expenditures <br />will likely be payments to collection service contractor, public <br />education and program administration. Part of the application <br />process will require the applicant to submit a proposed budget. <br />Public education and program administration costs cannot exceed <br />25 percent of the total recycling program budget. <br />pow Does The Program Work? <br />Cities and towns requesting funds must submit an application to <br />the county which outlines an implementation plan for curbside <br />recycling. The application must contain the proposed budget, the <br />implementation plan for the recycling program and a draft request <br />for proposal (RFP) which the city will be issuing to recycling <br />service providers. <br />Within three weeks after the city submits the application to the <br />county, the county staff will review the application and <br />determine whether or not the minimum criteria have been met. <br />Once it is determined that the minimum criteria have been met, <br />the city should issue the RFP to the recycling service providers. <br />Four weeks after issuing the RFP the cities should begin to <br />page 16 <br />
