Little Canada /Sherman- Boosalis <br />April 2, 1987 <br />Page Two <br />ANALYSIS <br />Subdivision: <br />The subdivision is required to combine the parcels into a single <br />property. This is an administrative requirement of the current <br />proposal, as well as the approval of the split from the Kreinke <br />property. <br />Conditional Use Permit - Planned Unit Development: <br />The P.U.D. is necessary to accommodate the mix of uses and buildings <br />on the property. The Little Canada Zoning Ordinance states that <br />Planned Unit Development is to be encouraged for a number of <br />reasons including efficiency of site use and site design. The <br />P.U.D. gives both developer and City a number of advantages. <br />The.: City can accomplish a more efficient circulation pattern, <br />while both parties can be assured of a gradual progression of <br />development approvals, prior to the developer expending a large <br />amount of money on engineering without the assurance of concept <br />approval. It also gives the City some control over the future <br />development of vacant portions of the property. <br />Site Plan Review: <br />A conditional use permit is being requested for a convenience <br />gas /grocery on the south end of the center and minimum conditions <br />for this use are set out in the Ordinance and are listed below: <br />Section 912.O4O.C:. Convenience Gas (No Vehicle Service or <br />Repair), Grocery, and /or Food Operations, <br />provided that: <br />1. The sale of retail goods involves uses or activities <br />which are allowed in a "B -1" or "B -2" District. <br />Convenience /deli food is of the take -out type only <br />and that no provision for seating or. <br />on the premises is provided.'' Furthermore, that' <br />the enclosed area devoted to such activity, use <br />and merchandise shall not exceed fifteen (15) percent <br />of the gross floor area. <br />3. That any sale of food items is subject to the approval <br />of the Ramsey County Health Department who shall <br />provide specific written sanitary requirements <br />on an individual basis for each proposed sale location. <br />4. That the nonautomotive sales shall qualify for <br />and be granted an annual food handling, retail <br />sales license or other license, as circumstances <br />shall require, in addition to the permit for a <br />conditional use under the Zoning Code. <br />Page 60 <br />
