MINUTES <br />Planning Commission <br />July 9, 1987 <br />Cocchiarella/ The Planner noted that the DNR would not look favorably on the City's <br />Lepsche approval of the property division as presented. <br />Property <br />Division Mrs. Timmons recommended that the Cocchiarella /Lepsche property division <br />be passed on to the Council with no recommendation due to the possibility <br />of the Cocchiarella's and Lepsche's working out an easement over the <br />property which would accomplish the same thing as the property division. <br />Motion seconded by DeLonais. <br />Motion carried 7 - 0. <br />St.John's Mr. Bob DeBace appeared before the Commission requesting approval of a <br />Credit conditional use permit for a business and rental property at the St. <br />Union CUP John's Credit Union as well as a variance for performance standards <br />And pertaining to front yard width and side yard setbacks. DeBace also <br />Variance presented the Commission with plans for the expansion of the Credit <br />Union. <br />The City Planner informed the Commission that he is amending the report <br />submitted to the Commission, recommending that the CUP and variance <br />be approved due to the special conditions and circumstances existing <br />peculiar to the Credit Union property. The Planner noted that the <br />expansion request is similar to one which was approved for the Saxon <br />Lanes, in which a non - conforming setback line was allowed to be <br />extended. <br />Mr. DeBace pointed out the parking that has been indicated on site, <br />noting that the Credit Union will need a special document stating <br />that it can use the existing parking lot in the front of their building <br />as parking. DeBace noted that when this property was donated to the <br />City it was with the stipulation that the parking lot could be used <br />by the church and the credit union. <br />The Planner noted that the Council will have to determine whether or <br />not the parking lot can be counted in the required parking for the <br />Credit Union, however, believed that there should be no problem and <br />noted that due to timing differences, there should not be a conflict <br />with parking for the church and parking for the credit union. <br />The Planner also noted that three conditional use permits are required <br />in this request, those being: off -site parking, office use in an RB <br />zone, and mixed residential and commercial use. A variance is also <br />required for performance standards due to front yard width and side <br />yard setbacks. <br />Mr. Herkenhoff recommended approval of conditional use permit for <br />off -site parking, office use in an RB zone, and mixed residential <br />and commercial use for St. John's Credit Union as well as approval <br />of a variance for performance standards for front yard width and <br />side yard setbacks in conjunction with the St. John's Credit Union <br />expansion.
