-2- <br />F. Construction Certification. The permittee shall not begin oper- <br />ation until a construction certification has been received and <br />approved by the Director. The certification, signed by the <br />project engineer, shall certify, with any exceptions listed, <br />that the construction has been completed in accordance with the <br />plans and MPCA permit. The certification shall also contain <br />engineering analysis and plan on the technical feasibility of <br />removing any ponded surface water on -site considering such <br />factors as pumping rates and available pond storage capacity. <br />The permittee shall notify the Director prior to the instal- <br />lation of any design feature. The Director reserves the right <br />to be present during the installation of a design feature. If <br />any construction has been scheduled in the plans for phase <br />development subsequent to the initial operation, then a similar <br />certification shall be approved for each phase before it shall <br />be operated. <br />G. Alterations or Additions. The permittee shall not make any alter- <br />ation or addition to the modified sanitary landfill facility that <br />would materially alter the method or effect of disposal without <br />first obtaining the written consent of the Director. <br />PART II. OPERATING CONDITIONS <br />A. Waste Characteristics. This permit approves the disposal of 130,000 <br />cubic yards compacted in place of demolition solid waste and cover <br />material. Demolition waste is material from construction or demo- <br />lition projects such as earth, rocks, stones, trees, old bituminous <br />surfacing, concrete, bricks, lumber, plaster, metal, glass, and <br />plastic building materials. <br />B. Monitoring Requirements. No monitoring is required at this time. <br />C. Reporting Requirements. Quarterly reports on the operations of <br />the landfill shall be submitted to the Director by the thirtieth <br />day of the first month following each quarter, i.e., January, April, <br />July, and October. Reports shall include volumes of each specific <br />waste landfilled and location of disposal within the facility. <br />D. Cover Requirements. The permittee shall mix the waste with excess <br />natural soils to eliminate voids within the waste. The finished <br />surface shall be covered with at least two feet of suitable soils <br />so as to not expose any waste materials. <br />E. Phase Development. The permittee shall begin the phase development <br />at the east end of the expansion area. Sections shall be 200 feet <br />wide and the work shall proceed west as each section is completed. <br />The top layer of peat will be excavated from the site before <br />filling and stockpiled for sale or reuse.
