MINUTES <br />Planning Commission <br />May 14, 1987 <br />Finkelson <br />Estates <br />Mr. Norman Finkelson appeared before the Commission requesting the <br />preliminary plat approval of Finkelson Estates. Finkelson reported <br />that he is proposing to divide one lot into four and the lots meet <br />City Code requirements. <br />The Planner agreed. <br />Mr. Herkenhoff recommended preliminary plat approval of Finkelson <br />Estates as presented subject to the recommendations of the Planner <br />and subject to a park dedication fee. <br />Motion seconded by Mr. Davison. <br />Motion carried 6 - 0. <br />Art Ryan Mr. Art Ryan appeared before the Commission requesting concept approval <br />Concept of a small Planned Unit Development in Ryan Industrial Park. Ryan <br />Approval presented the Commission with a sketch plan of his proposal describing <br />PUD access. Ryan pointed out that he plans to construct four small <br />buildings on the site which would be leased. <br />The Planner noted that Ryan is seeking concept approval, and will <br />have to present more detailed plans showing drives, setbacks, parking <br />requirements before preliminary approval can be granted. The matter <br />will return to the Planning Commission for consideration. <br />Grading Of <br />Slumberland <br />Site <br />Costa expressed concern with the grading being done on the Slumberland <br />site, and pointed out that no final approvals have been granted. <br />The Planner noted that Mr. Lee has received preliminary site plan <br />approval and the City Engineer has presumably granted Mr. Lee a <br />grading permit based on a preliminary site plan. The Planner noted <br />that the Engineer has this authority and that Mr. Lee does not need <br />final approval on his building in order to gradethe site. <br />Costa asked what will happen if the City denies final building <br />approval. <br />Herkenhoff was concerned that Mr. Lee was being granted liberties <br />that other developers are not receiving. <br />The Planner noted that there are procedures that must be followed <br />to obtain an excavation or fill permit. The Planner assumed that <br />the Engineer has reviewed Lee's grading plan and has granted the <br />necessary permits. <br />Herkenhoff noted that dirt can be removed from a site and sold, <br />and noted the effect that this has on the drainage of surrounding <br />properties. <br />Page 5 <br />
