MINUTES <br />Planning Commission <br />August 13, 1987 <br />Rezoning <br />(Cont.) <br />The Planner also reported that there has been some interest expressed <br />in developing the Collova property with a 3 or 4 -plex. This would be <br />a permitted use under a RB zoning. <br />Timmons asked if the rezonings were downzonings. <br />The Planner replied that they were. <br />DeLonais suggested that some access be provided to the back of these <br />properties pointing out the depth of the properties. <br />Timmons felt that if the property owner needs an easement to the back <br />of his property, that property owner should buy it. <br />The Planner again stated that the City property is being rezoned to <br />P to provide parking and access for the adjacent properties. The <br />Planner also felt that if the Collova property were developed in <br />a mid - density residential development, access to the back of the <br />property would not be needed. <br />Timmons questioned rezoning of these properties, when the property <br />owners are not present to represent themselves. <br />The Planner again noted that the property owners received notice of <br />the meeting and were also aware of the rezoning of the St. John's <br />Credit Union property. <br />Davison agreed that notice was given to the property owners, and it <br />has been City policy to consider a property owner in favor of <br />something when they do not appear at a hearing to comment. <br />DeLonais suggested that notices may have gone to the titleholder and <br />pointed out that if someone is purchasing a property on a contract -for- <br />deed, they would not have received notice. <br />The Planner replied that notice would go to the taxpayer, so the person <br />with interest in the property received the notice. <br />Mr. Davison recommended approval of the rezoning of the St. John's <br />Credit Union area as proposed on page 8 of the Planning Commission <br />agendas. <br />Motion seconded by Mr. Herkenhoff. <br />Motion carried 5 - 1. Mrs. Timmons voted against. <br />Slumberland Mr. DeLonais pointed out that the Planning Commission has only reviewed <br />the concept of the Slumberland development. <br />The Planner replied that he has discussed this with the Building <br />Inspector and this is correct.
