MINUTES <br />CITY COUNCIL <br />JULY 17, 2006 <br />The City Administrator reported thaC when he met with Rossow, he <br />informed him that the City Council may not supporC the leasing of outdoor <br />storage space to businesses that are not building tenants. The <br />Administrator also pointed out the City's approval last year of a CUP for <br />the Igo building that was flexible on outdoor storage. Mr. Igo has since <br />sold the building, and the City is now encountering code enforcement <br />issues on the property as a result of the flexible outdoor storage. <br />Keis asked where the City's control is under the flexible outdoor storage <br />scenario. The City Planner noted that while one property owner may <br />operate the property in compliance with the City's Codes, the next may <br />not. <br />The City Administrator noted that one of the discussion points in the email <br />is thaC outdoor storage would have to be restricted to the area behind the <br />principal building. He noted that there are some properties in Ryan <br />Industrial Park Chat could noC comply with this limitation. <br />Keis stated that he did not want to be too liberal or generic in a CUP for <br />flexible outdoor storage. Blesener agreed, pointing out that the City has <br />tried the flexible outdoor storage on the Igo property, and has since been <br />faced with code enforcement issues on thaC property. Blesener again noted <br />that he does not want to loosen the outdoor stogy age conditions to the point <br />thaC there is no incentive for a property owner to build a new building or <br />add on to an existing building on the property. <br />LaValle was concerned that Lee Rossow wants flexible outdoor storage on <br />his new property because of his Maplewood site. LaValle was concerned <br />that the Little Canada site would become a salvage yard for Rossow's <br />buses. <br />The City Planner indicated thaC based on this discussion, he will puC <br />together an outdoor storage proposal for Council consideration in the Lee <br />Rossow matter. <br />The City Planner noted that metal buildings are allowed in I-1 District, <br />and the use of some metal is allowed in the I-P District. There was <br />discussion relative to whether or not the City wanted to prohibit metal <br />buildings in I-1. It was noted that the City allowed metal buildings in <br />Ryan Industrial Park given the poor soils. However, given the new <br />building technologies, it would be possible to construct buildings other <br />than metal. <br />Blesener stated that he was willing to look at the elimination of metal <br />buildings, and asked Chat the Planner prepare a list of reasons for doing so. <br />2 <br />
