MINUTES <br />CITY COUNCIL <br />JULY 17, 2006 <br />Montour pointed out that there is a restriction on building height and asked <br />if outdoor storage heighC should be restricted. The City Planner noted that <br />the requirement to screen outdoor storage essentially results in a height <br />restriction. <br />Next reviewed was the I-2 DistricC, which was put in place for the <br />Frattalone recycling business. It was the consensus of those present to <br />revise this District to address the Frattalone property as it is currently <br />being used, eliminating any provisions of this district that are not <br />applicable to this particular business. <br />The PUD District was reviewed. The Planner noted that any use would <br />potentially be allowed in this district other than those thaC are specifically <br />excepted out. The City Administrator noted that in some cases businesses <br />locating in a PUD District require PUD Permits while others do not. <br />When a PUD Permit is required and when it is not can be unclear, at <br />Limes. There was discussion about how to better tailor a PUD to a specific <br />property. The City Planner suggested that properties that are PUD could <br />be classified as Office PUD, Retail PUD, etc. In that way, any retail use <br />in a Retail PUD would not require a PUD Permit. Any use outside the <br />typical retail use would require a PUD Permit, Chus additional City review <br />and control. <br />Next reviewed was the I-P District. There was discussion about the <br />allowance of trucks waiting to load/unload, and it was the consensus of <br />those present to include a 72 hour maximum in the ordinance. There was <br />some discussion about stockpiling, and the popularity of the wood chip <br />pile that existed on City property. The Administrator suggested that <br />allowing Precision Tree to maintain a wood chip pile for the City's <br />property owners would be a good public service venture. <br />With regard to the I-1 District, it was noted that indoor automobile sales <br />requires a CUP in this District, but is a permitted use in the B-2, B-3, and <br />B-4 Districts. It was the consensus of those present that indoor <br />automobiles sales should also require a CUP in these business districts. <br />Blesener noted that given the I-1 zoning of the McGough property, a metal <br />building could be developed on this site. It was the consensus of those <br />present that until the building materials issue can be studied further, a <br />moratorium on metal building construction should be put in place for Che <br />I-1 District. The City Attorney will be requested to prepare a moratorium <br />ordinance for consideration at the July 26" meeting. <br />4 <br />
